About the Role

We are seeking a strategic and impact‑driven professional to join our team as the Senior Manager, Monitoring, Evaluation and Learning (MEL). This role advances RHF’s ability to measure impact, monitor progress, and apply insights to strengthen programming. Reporting to the Chief Impact Officer, the Senior Manager, Evaluation and Learning leads the design and implementation of innovative MEL systems that support data‑driven decision‑making, continuous learning, and organizational accountability.

Working closely with program teams, this role provides guidance to ensure high‑quality monitoring, evaluation and learning practices are integrated across RHF’s initiatives. By embedding learning into program design and delivery, this role helps drive effectiveness, efficiency, and meaningful impact throughout RHF’s work.

Key Responsibilities
  • Lead the development and execution of RHF’s MEL Strategy and Workplan. Continuously enhance organization‑wide M&E frameworks, toolkits and systems to support robust data collection, management, analysis, interpretation and use across all RHF programs.
  • Develop and lead the implementation of organization‑wide M&E frameworks, tools, and methodologies that align with RHF strategic priorities and support evidence‑based decision‑making.
  • Monitor progress against strategic objectives to ensure accountability and inform continuous improvement.
  • Lead or support baseline, midline, and endline reports and impact assessments in collaboration with internal and external partners.
  • Establish data collection protocols and tools that promote consistency, reliability, and relevance across initiatives.
  • Deliver expert guidance to program teams on developing theories of change, constructing logic models and defining meaningful performance indicators.
  • Supervise and support direct reports, fostering a collaborative, inclusive, and high‑performing team environment.
  • Carry out other duties as appropriate and as assigned by the manager.
Qualifications & Experience
  • A post‑secondary degree or a combination of relevant training, education and experience.
  • 6 years of experience working in Monitoring, Evaluation, and Learning or in related areas.
  • Proven ability to build and sustain respectful relationships with Indigenous Nations, representative bodies, organizations, communities and peoples.
  • Experience in knowledge translation and mobilization considered an asset.
  • Demonstrated experience leading or contributing to collaborative projects with researchers, community organizations, policymakers, and other interested parties.
Core Competencies & Skills
  • Demonstrated experience in program design and evaluation, including logic models, theories of change, and performance measurement frameworks.
  • Strong written and verbal communication skills in both official languages, with the ability to translate complex information into accessible language.
  • Excellent interpersonal and facilitation skills, with the ability to engage diverse audiences and lead inclusive discussions both virtually and in‑person.
  • Well‑developed understanding of Indigenous cultures, languages, and histories in Canada, including familiarity with TRC, NIMMIWG, and UNDRIP.
