Parliamentary Protective Service - Planning Sector, Physical Security Branch Closing date

Salary

$96,886 to $127,494 (under review). Annual salary is based on a 35‑hour work week.

AS-06 / AS-07, PM-05 – The position is at the Parliamentary Protective Service PSA-09 group and level.

Responsibilities

As Senior Manager, Physical Security, you provide strategic leadership for integrating physical security across major capital projects and operations within the parliamentary precinct. You ensure security strategies, controls, and governance are risk‑informed, consistently applied, and aligned with parliamentary policies, directives, and standards. You lead collaboration with internal partners, external agencies, consultants, and service providers to identify security gaps, drive mitigation strategies, and embed physical security throughout project design, construction, and operational readiness.

You also provide strategic leadership, guidance and/or advice to Security Working Groups and governance forums, supporting informed decisions on zoning, access control, surveillance, intrusion detection, and perimeter security. In addition, you oversee the implementation and continuous improvement of physical security policies, standards, and procedures, adapting to evolving threats. Through leadership of risk assessments and security strategy development, you help protect parliamentarians, staff, visitors, and critical infrastructure while balancing security, accessibility, and operational effectiveness.

The Parliamentary Protective Service (PPS) is a separate and distinct organization not subject to the Public Service Employment Act. It has its own classification, compensation system, and staffing regime. Persons appointed to PPS continue to be part of the federal government and will receive the public service pension plan and public service insurance benefits plan.

Conditions of Employment

All candidates must obtain a Site Access Clearance and a PPS Enhanced Reliability Status with Top Secret clearance. The security screening process includes a comprehensive background investigation, background verification, and a screening interview to assess reliability, honesty, loyalty to Canada, and overall suitability for the position. Candidates who do not meet the security screening requirements will not be granted the required screening level and will be removed from the hiring process.

Education

Successful completion of a post‑secondary educational program or an acceptable combination of education, training and experience relating to physical security systems, equipment, and programs.

Experience

E1 – Recent and significant experience providing strategic leadership and oversight for physical security programs, initiatives, or portfolios within complex, high‑risk, or high‑profile environments.

E2 – Recent and significant experience directing the integration of physical and technical security requirements into major capital projects, renovations, or long‑term infrastructure programs.

E3 – Significant experience providing authoritative security advice and recommendations to senior management through formal governance mechanisms, including written products such as briefing notes, decision records, presentations, and reports.

E4 – Significant experience managing and sustaining relationships with internal and external stakeholders, including real property organizations, security partners, consultants, and other government departments or agencies, to advance physical security outcomes.
