Reporting to the Director – Corporate Security & Intelligence, the Senior Manager – Corporate Security & Intelligence is responsible for leading VIA Rail’s centralized security communications and intelligence operations. This role oversees the VIA Rail Security Operation Centre (SOC) and a team of Corporate Security Intelligence Analysts, ensuring the safety of passengers, employees, and assets across the network. This person provides strategic direction, operational oversight, and team leadership to ensure effective incident response, threat mitigation, and compliance with security protocols.
RESPONSIBILITIESDevelops and implements policies, procedures and guidelines
- Develops, implements, and maintains VIA Rail’s national intelligence program, security policies, procedures, and security plan to prepare for, prevent, respond to, and recover from threats or unlawful interference with passenger rail transportation;
- Produces intelligence reports and briefings for internal stakeholders;
- Designs and evaluates security exercises, reporting on outcomes;
- Oversees employee security awareness and training programs.
- Supervise the dispatch of emergency and non-emergency calls by SOC Agent to external Police services or train Marshals;
- Establish and nurture strong relationships with government agencies, industry partners, and law enforcement authorities across Canada, ensuring timely, respectful, and accurate communication particularly with police services.
- Lead and manage a team of SOC agents and Corporate Security & Intelligence Analysts;
- Foster a collaborative, high-performance culture focused on safety, responsiveness, and continuous improvement;
- Provide coaching, training, and performance management to ensure operational excellence and professional development.
- Guide analysts in monitoring security operations, incident reporting, and compliance with corporate and regulatory standards;
- Supports collaboration and coordination with the Security Operations Center and the two Regional Corporate Security & Intelligence Advisors that overseeing Marshals deployed across the network;
- Review and validate threat assessments, trend analyses, and operational reports to inform strategic decisions.
- Ensure effective use of surveillance systems and data platforms to support investigations and real-time decision-making including CPIC, RMS, VSS and ACMS;
- Promote the integration of technology tools to enhance situational awareness and operational efficiency.
- Ensure all activities comply with internal policies and external regulations such as the Passenger Rail Transportation Security Regulations;
- Oversee the creation and maintenance of electronic records and incident documentation;
- Implement quality assurance protocols and conduct regular audits of communications and analytical outputs.
- Collaborate with senior leadership to enhance security strategies and emergency response frameworks;
