Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results oriented individual to serve as an Employment Security Local Operations Manager. This position will direct subordinate supervisors and staff in the delivery of unemployment insurance and employment services to clients. Responsibilities include involvement in financial and non-financial Memorandum of Understanding (MOU) negotiations and other activities as they relate to the Workforce Innovation and Opportunity Act (WIOA), overseeing daily operations of assigned offices, and developing and implementing an annual plan of service.

This position provides a great opportunity for someone who has a strong knowledge of state and federal unemployment insurance legislation and is dedicated to providing unemployment insurance benefits and employment services to clients. The ideal candidate for this position will have excellent organizational skills, strong leadership skills, and professional supervisory experience in an employment service program, social service program or related area providing employment, human resource development or social welfare services.

Essential Functions
  • Serves as an Employment Security Local Operations Manager for an assigned area
  • Directs the delivery of unemployment insurance services and employment services to clients
  • Serves as full-line supervisor
  • Serves as a liaison to external and internal parties regarding local office operations
  • Represents the Illinois Department of Employment Security (IDES) and maintain relationships with the Local Workforce Investment Boards (LWIBs) and partners
  • Keeps abreast of new developments in applicable laws, rules and regulations as they apply to unemployment insurance and employment services
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience or five (5) years of professional experience in a public or business organization
