Operate and maintain the entire City of Oxford Water Distribution System and Wastewater Collection System
You may be assigned to other city departments to perform various tasks on an as needed basis.
Purpose of Position
Operate and maintain the entire City of Oxford Water Distribution System and Wastewater Collection System
Major Duties and Responsibilities
Supervision Received
The immediate supervisor for this position is the Water Division Superintendent.
Supervision Exercised
None.
ESSENTIAL FUNCTIONS
Perform general maintenance and construction of water lines
Repair and construct water mains
Repair and replace fire hydrants
Install and record use of water meters
Replace asphalt after repairs are made
Inspect new construction
Make sure work is done in accordance to City specifications
Make sure quality of work meets City specifications
Perform necessary test on Lift Station and force mains before accepted by city
Perform general maintenance and construction of sewer lines
Clean out manholes
Lay new sewer pipe
Construct new service lines
Set new manholes
Assist other Water/Wastewater Technicians, as needed
Assist other agencies, as needed
Perform other duties as directed
Knowledge, Skills, and Abilities
Knowledge:
Water mechanics and laying pipes
Location of water mains and pipes
Knowledge of construction layout
Plumbing
Procedures for testing water lines
Procedures for pressure (static and residual) and flow tests on water lines
Sewer line construction
Manhole construction
Procedures for testing sewer lines
General knowledge of sewer fluid mechanics
Identification of manholes on which to work
Proper grammar and proper use of English in speaking and writing
OSHA standards and regulations concerning employee safety
Federal and state statutes concerning the work of the department
Mathematical skills, including addition, subtraction, division, and multiplication
General functions and operations of municipal government
Skills and Abilities:
Ability to operate a backhoe and bulldozer
Ability to read construction blueprints and assist with their layout
Ability to read and interpret grade stakes
Install sewer lines properly
Run air tests on sewer lines
Supervise Water Division personnel
Ability to communicate with general regarding complaints
Ability to evaluate construction procedures and quality of new construction
Work as a team member with other employees
Make decisions within specified time restraints
Communicate effectively with residents, elected officials, other City employees, contractors, etc., both orally and written
Maintain confidentiality
Work autonomously when necessary
Handle multiple tasks simultaneously with frequent interruptions
Deal with others in a professional manner
Maintain professional composure in heated situations
Follow departmental and City procedures
Special Requirements
The person in this position must have a valid Class B driver's license, and a Backflow Prevention certification. A high school diploma or its equivalent is required, and additional training in mechanical construction is preferred. At least three years of experience in Water Distribution or a related field is required.
Tools and Equipment Used
Hand tools (shovels, saws, etc.)
Operate departmental equipment (i.e., backhoe, hydraulic sewer cleaner, air hammer, and dump truck)
Heavy equipment (dozer, etc.)
Physical Demands
Physical work involved with this position includes, but is not limited to, lifting, bending, climbing, and withstanding extreme temperatures.
Work Environment
The Water/Wastewater Technician works regular hours year-round with occasional overtime and night work when the workload demands it. There is no shift work for this position. The person on this position is always on call. 100% of the work for this position is outdoors and requires work done in all types of weather conditions. The position has accountability for safety and legal issues related to the work for which this position is responsible.
There is exposure to chemicals and/or hazardous materials on a weekly basis. This exposure includes, but is not limited to, chlorine. The stress level associated with this position is average.
