About Us

You will be joining a collaborative, energetic, and fast-paced team within the Place Shaping Service. This team is responsible for developing and implementing the transport strategy and policies of Oxfordshire County Council. Each day presents distinctive challenges as well as valuable opportunities.

Our work encompasses close partnerships with stakeholders through collaboration, engagement, and co-production to achieve meaningful change, promote joint initiatives, and encourage innovative thinking to enhance the quality of life for those who live, work, and visit Oxfordshire. Place Shaping represents a progressive approach for the County Council. We seek motivated, forward-thinking professionals who understand how to foster thriving communities and are prepared to challenge conventional practices while contributing fresh perspectives.

About

the Role

This position is part of the Transport Strategy and Policy team, where you will be responsible for overseeing the Local Transport Connectivity Plan (LTCP) and Monitoring programme. You will serve as the primary point of contact for this work stream, reporting directly to senior management and collaborating closely with colleagues across the Council.

This position is highly significant within the County Council and entails delivering a monitoring report to members on an annual basis. The ideal applicant should possess prior experience in transport planning policy, with at least five years of relevant experience. Candidates must be able to demonstrate, both in their application and interview, the ability to present and report complex data effectively to a non-specialist audience.

Familiarity with data presentation techniques and tools such as Power BI is advantageous, though not required.

In this position, you will be supporting the Integrated Transport Programme Lead, including tasks such as governance, management and applying critical thinking skills, as we aim to implement an effective delivery plan aligned with our LTCP objectives. Within this work stream, we are focused on developing a Bus Strategy by Autumn, and you will play a key role in contributing to this strategy’s development.

This position is a senior role within the team, requiring you to act as deputy for the Transport Strategy and Policy Lead. You will be responsible for proactively contributing to and leading team meetings, facilitating discussions regarding workloads and priorities, and providing direct supervision and guidance to junior team members.

We currently operate under a hybrid model, with an anticipated in-office presence of two days per week; however, this arrangement remains flexible to accommodate business requirements. Each month, we hold an in-person team meeting on Tuesdays, which all team members are expected to attend. Additionally, site visits are conducted approximately once per month.

About you

We are seeking an individual with a proactive mindset, committed to contributing to the future of Oxfordshire’s communities. This position involves working in a high-pressure environment with clearly defined objectives, where meticulous attention to detail is essential. The successful candidate will have a strong aptitude for supporting colleagues and taking a leadership role within the team. Outstanding organisational skills, motivation to effect change, and enthusiasm for embracing new challenges are required.

The ideal candidate will demonstrate innovative thinking and a willingness to question conventional approaches to transport strategy, aligning with Oxford’s reputation for excellence and forward-thinking. We are not seeking candidates interested solely in a routine change of role; rather, we invite those who share our passion for achieving the goals outlined in our Local Transport Connectivity Plan. Please carefully consider your application, as we are committed to selecting only the most dedicated professionals to join our award-winning team.
