About the Role The Cyber Security Programme Manager will lead the delivery of the University of Oxford's ambitious Cyber Security Improvement Programme, a three-year initiative designed to deliver a step-change in the University's cyber security capability. As Cyber Security Programme Manager, you will work at the heart of one of the University's most strategically important digital transformation programmes, partnering closely with the Chief Information Security Officer, Technology Portfolio Lead, senior stakeholders and technical teams to shape and deliver a complex portfolio of cyber security initiatives.

You'll oversee multiple work streams, ensuring initiatives are delivered on time, within budget and to the highest standards of governance. You'll also play a key role in driving organisational change, helping embed a stronger culture of cyber security across a highly diverse and decentralised institution. Working within an agile, continuous improvement environment, you'll lead multidisciplinary teams, manage suppliers and resources, mitigate risks, and provide strategic reporting to senior governance boards, ensuring lasting value for the University.

About You You are an experienced programme leader with a proven track record of delivering large-scale, complex IT and business change programmes, ideally within higher education or another similarly complex organisation. You understand the challenges of cyber security transformation and are equally comfortable engaging with technical specialists and senior business leaders. A collaborative leader, you excel at building trusted relationships, influencing stakeholders at every level and bringing diverse teams together behind a shared vision.

You combine strong delivery expertise with excellent judgement, communication and organisational skills. Confident managing significant budgets, governance processes, risks and supplier relationships, you are passionate about delivering measurable outcomes while supporting and developing those around you. Whether you bring experience with Agile, PRINCE2, MSP, MoP or other recognised programme management methodologies, you'll thrive in an environment that values continuous improvement, innovation and collaborative leadership.
