City of Oxnard – Police Department Payroll Technician
OverviewThe City of Oxnard’s Police Department is seeking a Police Department Payroll Technician to process bi‑weekly timesheets, overtime verifications, and other related payroll transactions; handle police payroll inquiries; assist in payroll grant billing and task force billing; and cross‑train in accounts payable.
Responsibilities- Review, verify, and enter payroll on a bi‑weekly basis.
- Review and prepare prior pay period adjustments.
- Review and prepare payroll grant charges.
- Review and maintain work schedules.
- Research and respond to police payroll inquiries.
- Track various types of department overtime.
- Assist in overtime calculations for grant billing and task force billing.
- Provide training and assistance in payroll system & scheduling software.
- Cross‑train in accounts payable.
- Provide internal and external customer service and support; respond to inquiries, complaints and requests for information; perform basic research and gather required information; or refer customers to appropriate resources for more complex requests.
- Process purchase order/invoice processing, resource requests, timesheet processing, fees/payment processing, account reconciliations, and application processing.
- Enter, review, update, verify, track, and maintain system data, files, documentation and records; run and produce routine reports; perform calculations and verify data.
- Prepare, issue and/or distribute correspondence, notices, permits, licenses, forms, documents, reports and other records.
- Monitor required supplies and equipment maintenance needs; initiate purchase or service requests.
- Perform duties of a similar nature and level as assigned.
- Reconciling payroll, accounts payable and accounts receivable transactions.
- Enter invoices and verify information.
- Update and reconcile payment batches.
- Prepare check runs.
- Process returned checks.
- Verify and reconcile bank statements and accounts.
- Perform data entry.
- Respond to vendor questions.
- Perform collections or refer accounts to recovery services.
- Process payroll.
- Run standard financial reports.
Education: High School Diploma or GED.
Experience: Two (2) years of experience in accounting and/or payroll.
License/Certification: May need a valid Class C driver’s license.
Other Requirements:
- Must be able to speak and understand English to effectively communicate with employees, customers, and vendors.
- Successful completion of a police background investigation may be required.

Work Schedule & CompensationThe normal work week is Monday through Thursday 8:00 am to 6:00 pm and alternating Friday 8:00 am‑5:00 pm. Additional hours may be required. Overtime is governed by the federal FLSA and is eligible for overtime pay. Employees are required to participate in the City’s direct deposit plan and are paid bi‑weekly. This position requires a 12‑month probationary period.
