Onsite Permit (New Construction and Installation) - Application Guide What is an Onsite Permit?

The written document, issued by Deschutes County Onsite Division, that authorizes a property owner (or licensed installer) to install an onsite wastewater treatment system (septic system) or any part of one on a subject property.

When do you need one?

A permit is required when a person is constructing, installing, altering or repairing an onsite system or any part of one. (examples: tank, trenches, drain lines or piping)

Research

New Installations and Construction (new systems)

  • Before applying for an Onsite Permit, ensure that you have an approved Site Evaluation for the septic system you wish to install on the property. Visit the Site Evaluation Research page to understand what that means:

Required, Conditional and Reference Forms
  • Site Plan - upload your drawing while applying for the Onsite Permit
  • Septic System Specific Document - upload this while applying for the Onsite Permit
    • For Sand Filter, Pressure Distribution & ATT Systems
      • Pump Curve with pump model and hydraulic calculations
      • Signed Operations and Maintenance contract
    • For ATT Systems only
      • DEQ Approved Specification sheet(s)
    • For Sand Filter only
      • Sand Filter schematic
Step 2

Hover over the “Apply” button and select “Onsite/Septic Application”.

Step 3

Select Deschutes County Onsite, then select the “Onsite Permit” Application Type. Search for your address.

Step 4

Fill in any other necessary information such as the contact information, site contact, applicant and any required information which will be marked with a red asterisk (*).

Step 5

Upload all required documents. See the table below for more details on required documents.

  • Documents uploaded should not be pictures or photos of the document. Image files do not meet file type requirements.
  • PDF documents are the only document file type that will be reviewed; ZIP files will not be accepted.
  • For Sand Filter, Pressure Distribution & ATT Systems
    • Pump Curve with pump model and hydraulic calculations
    • Signed Operations and Maintenance contract
  • For ATT Systems only
    • DEQ Approved Specification sheet(s)
  • For Sand Filter only
    • Sand Filter schematic
Septic System Specific Document
  • For Sand Filter, Pressure Distribution & ATT Systems

Step 6: Once your application has been submitted and deemed complete by staff, all applicable fees will be invoiced and ready for payment. If your application is not complete, the permit technician will send you an email with the outlined missing elements of your application.

  • For all Onsite Permits, an As-Built will need to be uploaded prior to the Final Inspection
