Division of Infrastructure and Land Resources

Job Summary:

The St. Johns River Water Management District is an environmental agency whose work is focused on ensuring a long-term supply of drinking water, and to protect and restore the health of water bodies in the District’s 18 counties in northeast and east-central Florida. This is independent work coordinating complex projects within the Division of Infrastructure and Land Resources and occasionallyassistingother divisions and the Executive Office with District financial and procurement-related matters.

Job duties include:

  • Provide Division of Infrastructure and Land Resources support including review, reporting,forecasting,and analysis.

    Assist with development and review of annual budgets and five-year plans. Review all Contract Information System (CIS) submissions for scope of work completeness,appropriate funding, externalrevenueand work with project managers (PMs) in developing/refining procurement actions.
  • Analyze andmonitorprojects progress and status by holding monthly Cost and Schedule meetings with PMs to review project work breakdown and cost issues, procurement-related actions, and forecasted spend plans/budgetary needs. Track project milestones and update PM actionsin accordance with project workplans, or any corrective actions necessary tomaintainproject schedules.

    Identify project issues andmaintainproject controls toassist PMs. inidentifyingsolutionsformaintainingproject schedules and budgets.
  • Budget Development-Prepare division preliminary and tentative budgets using annual and long-term workplans, newly identified projects requiring funding for feasibility, and existing project work breakdown schedules/needs; coordinate with bureau chiefs analyzing administrative and general operating budget needs.
  • Budget Implementation-Review budget documents, Governing Board agenda items, procurementitemsand other information associated with financial reporting to ensure appropriate usageof funding. Analyze and review budget usage to evaluate andidentifybudgetary shortfalls/constraints andpreparebudget transfers/amendments as needed, and savings which may be applied to higher priority uses.

    Communicate with senior management any project schedule shifts/matters that may have budgetary impacts . Prepare and distribute weekly open encumbrance and invoice reports to b ureau c hiefs and external District customers. Prepare and distribute weekly External Revenue Usage Report for Finance and Budget Offices.
  • Project Management Software-Set up new project work spaces, update work spaces with revised schedules, planned/actual costs, and other requireddata. Update, create and run project management software reports.

Skilled In:

Project management and delivery; image capture and redaction software; automated financial, budget and procurement systems; the use of a variety of computer software programs, including high technical proficiency with Microsoft Excel; performing complex financial analyses; oral and written communications; time management and priority setting; and team building and coordination.

Ability To :

Troubleshoot and provide timely solutions to application issues; develop and maintain effective working relationships with management and staff; develop, produce and distribute meaningful reports; analyze and interpret financial data; communicate in a professional manner and be customer service oriented, work independently; multitask; set priorities; and meet deadlines.

Minimum Qualifications:

A bachelor's degree from an accredited college or university inanaccountingorbusiness-related field of study andfouryears of professional experience.

An advanced degree may substitute for a portion of the required experience.

Professional experience in a related field can substitute on a year-for-year basis for the required college education

Physical Requirements/Working Environment:

General office environment.

Starting Salary Range:$61,318.40 - $76,648.00

Starting salary is based on qualifications and experience.
