Associate degree in Business or Public Administration, Planning, Communications, Public Safety, Emergency Management or a field closely related to Emergency Management plus two (2) years of professional planning work or two years public safety-related work. Bachelor’s degree is preferred. Must possess a valid Florida Driver’s License and have and maintain an acceptable, safe driving record.

Certification from the International Emergency Management Association (IAEM) as a Certified Emergency Manager (CEM) or the Florida Emergency Preparedness Association (FEPA) as a Florida Certified Emergency Manager (FCEM) is preferred.

SPECIAL REQUIREMENTS
  • Must successfully complete, obtain, and maintain a current American Heart Association BLS Instructor certification within one (1) year of employment.
  • Must successfully complete, obtain, maintain a current American Heart Association Pediatric First Aid CPR AED Instructor certification within one (1) year of employment.
  • Must possess NIMS ICS 100, 200, 700 and 800 certificates.
  • Must obtain ICS 300 and 400 within six (6) months of hire.
  • Must successfully complete State of Florida Fire Service Course Delivery class within one (1) year of employment.
  • Must obtain FEMA Professional Development Series certificate within six (6) months of hire.
  • Must obtain FEMA Advanced Professional Series certificate within eighteen (18) months of hire.
  • Must obtain CERT Train the Trainer certification within twelve (12) months of hire, as required.
  • CERT Program Manager certification is preferred.

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee’s Department Director will make the determination as to who will be required to work.

Under general supervision, performs skilled professional work developing, planning, coordinating, and implementing the City’s Emergency Management Program, Comprehensive Emergency Management Plan (CEMP), Continuity of Operations Plan (COOP) and Local Mitigation Strategy (LMS). Coordinates and acts as liaison for the City’s disaster preparedness, response, and recovery efforts; coordinates disaster training, disaster exercises, and public awareness programs; and performs related duties as assigned.

Reports to an Assistant Fire Chief.

ESSENTIAL JOB FUNCTIONS

Assists in the planning, development, coordination, implementation, and maintenance of the City’s Emergency Management Program, the Comprehensive Emergency Management Plan, and related plans and procedures. Assists in the development of equipment and supply specifications for the Emergency Operations Center. Oversees the annual inventory of City resources, equipment and material that would be available in an emergency.

Conducts research and coordinates input from various sources, assembling necessary plans and documents for emergency management planning. Participates in the performance of hazard analysis and monitors actual/threatening emergency situations. Maintains complete files and current information on emergency management issues and provides information to City departments as required.

Acts as a liaison with other municipalities, county, state, federal and other emergency management organizations. Coordinates damage assessments and other post disaster functions.

Reports to and assists in coordinating activities in the 24-hour City Emergency Operations Center during an emergency. Often serves in an “on-call” capacity, and carries a city issued cell phone at all times (24/7). Ensures operational readiness and functionality of all equipment and programs for the City’s Emergency Operations Center and coordinates all operational activities leading to the activation of the City’s Emergency Operations Center.

Assists in design, coordination, presentation, and evaluation of disaster drills and exercises and coordinates improvements. Assists in assuring compliance with the State Emergency Response Plan (SERP), National Incident management System (NIMS), National Response Plan (NRP) and Incident Command Structure (ICS).
