The Regional Program Executive is responsible for the strategic oversight, planning, and execution of school construction, maintenance and modernization programs. This Senior Leadership role ensures that all projects meet educational needs, regulatory requirements, and community expectations while adhering to budgets and timelines. The executive collaborates with school districts, government agencies, architects, contractors, and stakeholders to deliver safe, functional, and sustainable learning environments.

Some examples of essential functions include:

  • Develop and lead comprehensive construction and modernization programs for K-12 educational facilities, ensuring alignment with district goals and state funding requirements.
  • Oversee multiple new construction, renovation, and deferred maintenance projects across various school sites.
  • Develop and manage large-scale capital improvement budgets, ensuring cost control and financial accountability.
  • Coordinate funding strategies, including local bond measures, state funding programs (e.g., California School Facility Program), and federal grants.
  • Establish realistic project timelines that align with school district academic calendars and minimize disruption to students and faculty.
  • Identify potential risks, including construction delays, budget overruns, and regulatory hurdles, and implement mitigation strategies.
  • Ensure all projects comply with state and federal regulations, including Division of the State Architect (DSA) requirements, Americans with Disabilities Act (ADA), and local building codes.
  • Serve as the primary liaison between the school district, board of education, parent organizations, local government agencies, and community stakeholders.
  • Lead, mentor, and oversee a team of project managers, construction managers, and support staff.
  • Work cooperatively with the District Staff and stakeholders to provide timely information and technical support to the District.
  • Develop an outreach program for the District’s service area and stakeholders; assist the District in all community relation efforts related to the Bond Program.
  • Review and monitor project compliance with local and state building code requirements during the planning and construction process.
  • Responsible for driving growth by identifying, developing, and securing new business opportunities. This role involves market analysis, client relationship management, and strategic partnership development to expand the firm’s presence in the construction program management sector, with a focus on large-scale projects such as K-12 education, infrastructure, and public works.
  • Establish and maintain relationships with key decision-makers, including government agencies, school districts, commercial developers, and industry partners.
  • Collaborate with marketing teams to develop promotional materials, case studies, and targeted campaigns.

Salary Range - $195,000 - $225,000

Minimum Experience
  • Minimum of 10-15 years of experience in construction program management, with at least 5 years focused on K-12 education projects.
  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Business Administration, or a related field; 5 years additional qualifying experience in excess to the minimum may be substituted for the required education.
  • Deep understanding of school construction funding mechanisms, including state and local bond measures.
  • Extensive knowledge of public sector procurement, prevailing wage laws, and contractor bidding processes.
  • Experience working with the Division of the State Architect (DSA) and other regulatory agencies overseeing school construction.
