This is a highly responsible interdisciplinary professional position which involves administrative, supervisory and technical work relating to the management of the County's Solid Waste environmental programs and General Services projects. Work is performed under the general supervision of the Solid Waste Division Manager.

Responsibilities
  • Prepares and presents technical scientific reports as needed for the Solid Waste Division.
  • Functions as the Project Engineer on various assignments.
  • Functions as the Project Manager, including participation at various levels in design, estimating and construction of Solid Waste projects, serving as the official representative of the County when dealing with various public and private construction sectors involved.
  • Maintains current knowledge of Local, State and Federal policies and regulations associated with the management/protection of ground and surface water resources.
  • Assists staff in maintaining compliance with Solid Waste permit requirements and air emissions permit requirements, the submittals of permits, sample collections, and other activities as required by regulations.
  • Utilizes drone, computer applications and the geographical information system to produce detailed photographic and topographical mapping.
  • Utilizes topographical maps and the geographical information system to calculate acreage, surface area, volumes and compaction densities.
  • Utilizes computer applications and the geographic information system in the review and evaluation of water and air quality.
  • Lends technical assistance and makes recommendations regarding environmental issues to other employees within the General Services Division.
  • Utilizes advanced engineering principles and formulas in interpreting technical and empirical data into design concepts solving complex problems.
  • Oversees debris management operations, documentation, and reporting during and after hurricanes or other natural disasters, ensuring compliance with FEMA and other regulatory requirements. Coordinates with contractors, County departments, and external agencies to facilitate debris removal, disposal, and recordkeeping activities.
  • Develops and updates Solid Waste emergency response/operation plans related to disaster debris management, landfill operations and environmental protection.
  • Maintains documentation and recordkeeping for environmental compliance, inspection reports and permit submittals.
  • Attends and participates in conferences and meetings as directed.
  • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
  • Performs other related work as required.
Qualifications & Experience
  • Bachelor’s degree from an accredited college or university in engineering.
  • Five (5) years of progressive experience in the field of engineering.
Licenses and Certifications
  • Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
  • Possess a Professional Engineer (PE) Registration in the State of Florida or obtain and maintain within six (6) months of hire as a condition of employment.
Skills and Abilities
  • Knowledge of modern techniques, methods, procedures, principles and practices of geotechnical engineering and the ability to apply them.
  • Knowledge of the use and care of all types of engineering tools, equipment, instruments, materials and supplies.
  • Knowledge, understanding and the ability to use Geographic Information System maps.
  • Knowledge of project management and organizational skills.
  • Proficient in MS Word, Excel, and Outlook. Ability to develop long range plans and budgets in respect to implementing a comprehensive stormwater management program.
  • Ability to have excellent oral and written communication skills.
  • Ability to analyze and inspect engineering plans, programs and activities.
  • Ability to prepare, review and correct written technical reports, construction estimates, cost records, engineering plans, contract documents and programs.
