Under the leadership and guidance of the City Clerk-Treasurer, the Deputy Treasurer is responsible for leading and directing the Accounting Division of the City. The Deputy Treasurer functions as a professional manager, ensuring timely and accurate compliance with a multitude of accounting and reporting functions with minimal supervision. The position regularly reviews and recommends changes or establishment of financial, administrative and departmental policies.
The Deputy Treasurer guides the Accounting Division toward the attainment of desired objectives through conferences, continued learning and review of reports. Strong financial analytics and reporting background, and the use of independent judgment on technical accounting issues and problem-solving are required for success. The Deputy Treasurer maintains effective and cooperative working relationships with auditors, financial institutions, government agencies, fellow team members and the general public.

- Responsible for policy development and recommendations, administration and operational direction of the Accounting Division function.
- Prepare and/or review monthly, quarterly and annual reports to various stakeholders.
- Liaison with the City’s independent auditor for the annual audit.
- Ensure timely and accurate preparation of the Annual Comprehensive Financial Report.
- Plans, organizes, reviews and executes accounting and financial programs and projects.
- Provides overall management and performance review of the duties of their assigned team members, including payroll and accounts payable job functions.
- Perform research and analysis on special projects.
- Communicates efficiently, promptly, respectfully and in a team-focused manner with all internal and external customers, including regulatory bodies and public entities on accounting matters.
- Maintains the City's system of accounts and records on all financial transactions.
- Spearheads fraud prevention and/or detection by designing, implementing and adhering to accounting policies and procedures, including treasury functions.
- Streamline and improve accounting duties and tasks while ensuring adherence to internal control, segregation of duties and proper documentation.
- Performs and/or provides grant and general ledger reconciliation assistance.
- Analyzes problems, completes assignments and prepares reports documenting findings and solutions to problems.
- Establishes and communicates performance expectations for team members and provides training, guidance, mentorship and assistance.
- Reviews financial transactions and general ledger accounts for accuracy and missing or unusual activity.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of Governmental Accounting Standards Board (GASB) standards and generally accepted governmental accounting principles, procedures, practices and their application to the accounting system.
- Thorough knowledge of financial analysis techniques.
- Thorough knowledge and understanding of the operations of computerized accounting systems.
- Thorough knowledge of applicable Federal, State, and City laws and regulations relating to all departmental operations.
- Thorough knowledge of supervisory principles and practices.
- Ability to carry out complex verbal and written instructions.
- Ability to communicate clearly and concisely, verbally and in writing, to groups and individuals.
- Ability to establish and maintain effective, cooperative and team-focused working relationships with team members, supervisors, departmental officials, officials of other agencies and the public.
