Engineering Manager - Airport (ATCT & Facilities)

Parsons is looking for a highly experienced and technically capable Engineering Manager - Airport (ATCT & Facilities) to join our team - King Salman International Airport (KSIA) program in Riyadh. This role will oversee all engineering activities related to the Air Traffic Control Tower (ATCT) and associated facilities, ensuring design integrity, technical compliance, and seamless coordination across disciplines and stakeholders.

The ideal candidate will bring strong technical leadership and experience delivering complex aviation infrastructure with vertical and systems-heavy components.

This is a unique opportunity to shape the delivery of one of the world’s largest aviation projects while supporting Saudi Arabia’s Vision 2030.

What You’ll Be Doing
  • Lead engineering oversight for the ATCT and related facilities, including administration buildings, maintenance areas, technical rooms, and utilities hubs.
  • Review and approve design submissions, ensuring alignment with operational needs, ICAO/GACA/FAA standards, and applicable building codes.
  • Coordinate input from architectural, structural, MEP, systems, and specialist disciplines to ensure integrated, compliant designs.
  • Manage the interface between design consultants, construction contractors, and operational stakeholders for all ATCT and facility-related packages.
  • Support the transition from design to construction, ensuring technical clarity, constructability, and effective sequencing.
  • Review method statements, technical submittals, shop drawings, and construction plans for compliance and coordination.
  • Ensure ATCT and facility engineering packages are aligned with broader program objectives, schedule milestones, and interface requirements.
  • Act as the focal point for coordination with the Air Navigation Service Provider (ANSP), GACA, and airport operations regarding ATCT functional and technical needs.
  • Facilitate workshops, technical reviews, and risk assessments related to facility design and construction.
  • Ensure all designs and works adhere to ICAO Annexes, GACA regulations, local building codes, and international best practices.
  • Lead the development and implementation of quality control procedures across engineering packages.
  • Manage risk and change processes affecting facility engineering scope or requirements.
  • Provide technical guidance to discipline engineers and consultants across architecture, MEP, structural, and systems teams.
  • Mentor junior engineers and contribute to capability development within the engineering team.
  • Coordinate resolution of design and construction issues related to facility infrastructure.
What Required Skills You'll Bring
  • Bachelor’s degree in Civil, Electrical or Mechanical
  • Master’s degree or professional certifications (e.g., PMP, CEng, PE) are an advantage.
  • 15+ years of experience in engineering and design management of vertical infrastructure and technical facilities within aviation or large infrastructure programs.
  • Proven track record in delivering ATCT, CNS/ATM, or mission-critical airport facilities.
  • Prior experience in the GCC or large-scale public sector aviation projects is highly desirable.
  • Strong technical knowledge of ATCT requirements, vertical facility design, and integration of complex systems (power, HVAC, comms, security, etc.).
  • Familiarity with airport operations, airside infrastructure, and interface requirements with CNS/ATM systems.
  • Proficient in engineering review tools (AutoCAD, Revit, Navisworks) and project coordination platforms.
  • Strong leadership and coordination abilities across multidisciplinary engineering teams.
  • Detailed understanding of regulatory frameworks (ICAO, FAA, GACA) and airport facility standards.
  • Fluent in English;
    Arabic is an advantage.
  • Excellent communication, reporting, and stakeholder engagement skills.
  • Ability to manage complexity and drive high-quality technical outcomes under time and interface pressure.
