Job Description:Parsons is looking for a highly experienced and vigilant Security Manager - Aviation to join our team to oversee and implement comprehensive security operations for a major airport development program, with a specific focus on the airfield and airside construction areas.
The role requires strong leadership and in-depth knowledge of airport and airside security protocols, personnel access control, and risk mitigation within active and high-security construction environments. The ideal candidate will have at least 10 years of experience in security management, preferably in aviation or infrastructure mega projects.
What You’ll Be Doing- Develop and implement the project’s site-wide security strategy in line with international airport security standards and client requirements.
- Lead the planning and enforcement of airside and landside access controls, ensuring secure zones are properly demarcated, protected, and monitored.
- Oversee the deployment of security personnel, CCTV systems, fencing, access gates, and control points across the construction site.
- Ensure strict adherence to airside security regulations, including personnel and vehicle access, escort procedures, and zone clearances.
- Monitor contractor and subcontractor compliance with aviation and project-specific security protocols.
- Coordinate with construction and logistics teams to secure movement of materials, equipment, and workers into sensitive zones.
- Conduct regular threat and risk assessments related to construction activities near operational or restricted areas.
- Establish and maintain emergency response protocols, including incident reporting, investigation, and escalation procedures.
- Lead incident investigations involving security breaches, loss, or unauthorized access.
- Liaise with airport security authorities, aviation regulatory bodies, and client security representatives to ensure alignment with national and international requirements.
- Coordinate with HSE, logistics, and construction teams to support integrated safety and security planning.
- Participate in interface meetings with contractors and consultants regarding security planning and operational readiness.
- Train and supervise a team of security personnel, including contractors and access control officers.
- Deliver security briefings and induction sessions to construction workers, staff, and visitors.
- Promote a culture of security awareness throughout the project workforce.
- Maintain logs, access control records, and incident reports in accordance with project and regulatory requirements.
- Prepare weekly and monthly reports summarizing security performance, incidents, trends, and mitigation measures.
- Ensure compliance with ICAO Annex 17, airport authority standards, and national aviation security regulations.
- Bachelor’s degree in Security Management, Criminology, Aviation Safety, or a related field.
- Minimum 10 years of experience in security management, with at least 5 years in aviation, airfield, or high-security infrastructure environments.
- Proven experience implementing and enforcing security controls in large construction programs.
- In-depth knowledge of airside access procedures, restricted zone protocols, and aviation security standards.
- Strong leadership and incident management skills.
- Familiarity with security technology including access control systems, surveillance, and intrusion detection.
- Excellent communication, coordination, and documentation skills.
- Ability to remain calm under pressure and manage sensitive situations with discretion.
- Certification in aviation or infrastructure security (e.g., AVSEC, CPP, PSP, ICAO Security Management).
- Previous experience working with airport authorities or regulatory agencies (e.g., GACA, FAA, ICAO).
- Understanding of large-scale project logistics and integration with security controls.
- Experience managing third‑party security providers and coordinating security planning for mega‑projects.
- Fluency in English required;
Arabic is a strong advantage.
