Position Summary

The Compliance Manager is responsible for ensuring that all Falkenberg/Gilliam and Associates communities remain in full compliance with federal, state, and local affordable housing regulations. This includes oversight of LIHTC, HUD, and other program requirements to ensure accurate eligibility, documentation, and reporting.

This individual contributor role serves as the company’s primary compliance expert—conducting audits, reviewing tenant files, interpreting complex regulations, and providing regulatory guidance to property management teams. The ideal candidate will hold an active LIHTC certification and possess a strong working knowledge of HOTMA requirements and implementation.

Key Responsibilities
  • Oversee compliance operations for all affordable housing programs, including LIHTC, HUD, and other regulatory agencies.
  • Review and approve initial certifications, annual recertifications, and interim recertifications for accuracy and regulatory compliance.
  • Serve as the company’s subject matter expert on HOTMA regulations
    , including income calculation, asset limits, and reporting requirements.
  • Conduct periodic file audits and compliance reviews to ensure adherence to program and investor standards.
  • Monitor compliance deadlines for certifications, EIV reports, and audit submissions.
  • Prepare for and coordinate responses to state, investor, and agency audits or reviews.
  • Maintain awareness of evolving housing regulations and communicate relevant updates to management and site teams.
  • Collaborate with leadership on compliance policy development, reporting tools, and procedural improvements.
  • Provide training and support to property management teams to promote consistent compliance practices.
  • Ensure readiness for all regulatory inspections and compliance reviews.
Qualifications
  • Bachelor’s degree in Business, Property Management, or related field; equivalent experience may be considered.
  • Active LIHTC certification (HCCP, TCS, or equivalent) required.
  • Comprehensive knowledge of HOTMA requirements and experience implementing compliance procedures.
  • Minimum of 3–5 years of affordable housing compliance experience.
  • Strong knowledge of HUD, LIHTC, and Fair Housing regulations.
  • Demonstrated ability to interpret and apply complex compliance requirements.
  • Proficiency in property management software (Yardi preferred).
  • Excellent organizational, analytical, and communication skills.
  • Ability to work independently and manage multiple priorities with minimal supervision.

Physical Requirements
  • This position operates primarily in an office environment and routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.
  • Must be able to remain in a stationary position for extended periods while performing computer and desk work.
  • Requires occasional movement within the office to access files, equipment, or attend meetings.
  • Must be able to lift and carry files, binders, and materials weighing up to 25 pounds.
  • Visual acuity and manual dexterity are required for computer work and document review.
  • Ability to travel to property sites, training sessions, and meetings—
    up to 25% of the time
    , including occasional overnight travel.
  • Must be able to safely operate a motor vehicle and maintain a valid driver’s license.
