Position: City Marshal

Duties

Provides comprehensive law enforcement, courtroom security, and protective services for the Municipal Court and City facilities to ensure the safety of judges, court personnel, City employees, and the general public. Enforces applicable City ordinances and State and Federal laws, supports court operations, and promotes compliance with legal procedures and standards. Executes arrest warrants and serves civil and criminal process issued by the Municipal Court, City Attorney's Office, City Prosecutor, City Secretary, City Health Official, Civil Service Commission, or other Municipal entities with legal authority.

Maintains order and security in Municipal Courtrooms, ensuring the safety of Judges, prosecutors, court staff, defendants, attorneys, and members of the public. Enforces courtroom rules, procedures, and security protocols to preserve decorum and ensure compliance with judicial directives. Removes, restrains, or detains disruptive or noncompliant individuals from the courtroom when necessary, using appropriate force consistent with policy and law. Transports and books individuals arrested on City warrants from surrounding agencies into appropriate detention facilities, ensuring the safety of citizens, officers, and property.

Conducts research on warrants and individuals by accessing City, State, and Federal databases to verify identities, confirm warrant status, and resolve disputed cases. Evaluates Class  C  criminal arrest warrants and determines whether incarceration is necessary to protect public safety and property, consistent with law and departmental policy. Arrests individuals observed committing criminal offenses, independently or in coordination with Pasadena Police Officers, to enforce laws and support officer safety.

Enforces all applicable City ordinances and State and Federal laws within assigned jurisdiction. Provides sworn courtroom testimony when subpoenaed and demonstrates knowledge of courtroom procedures, rules of evidence, and proper testimony techniques. Monitors and enforces Court Security requirements, including screening procedures and restricted access areas. Maintains security for City Hall and other assigned municipal facilities, ensuring the safety of employees, officials, and visitors.

Completes required written reports, logs, affidavits, and other documentation accurately and timely. Maintains Police Officer certification and completes required training to remain in compliance with Texas Commission on Law Enforcement (TCOLE) standards. Understands and follows all applicable laws, policies, procedures, and written or verbal instructions. Operates and maintains assigned City vehicles and equipment in a safe and serviceable condition. May be required to make daily bank runs or transport documents and materials between City departments.

Works assigned schedules, including court sessions and special assignments, and complies with the City's timekeeping and attendance policies. Maintains professional conduct and personal credibility sufficient to support the validity of testimony and official actions in all legal matters. Must have and maintain all required licenses, certifications, clearances, and job-related qualifications without interruption. Performs other duties as assigned.

Qualifications

High school diploma or GED. Basic Law Enforcement Certification or higher issued by the Texas Commission on Law Enforcement (TCOLE). Valid State of Texas Class  C  or higher Operator's Driver License. Minimum of two (2) years of full-time law enforcement experience. Thorough knowledge of arrest procedures, Texas Penal Code, and Code of Criminal Procedure. PREFERRED:
Bilingual (English/Spanish). Prior experience in courtroom security or judicial services.

      - four weeks of vacation per year.
    • From 21 to less than 26 years of service
      - five weeks of vacation per year.
    • From 26 years of service and up
      - six weeks of vacation per year.
