OverviewThe Tolling Market Lead will partner with local market teams to cultivate and manage client relationships with toll agencies across the globe. This role champions the identification and development of projects and programs for toll facility clients, enhancing and expanding HDR’s suite of toll industry services within the 36 operating areas of the transportation business group. The Lead will drive the growth and success of tolling services, partner with business development leaders, and provide professional development for staff delivering services to toll clients.
Responsibilities- Partner with HDR’s local area teams to cultivate and manage client relationships with toll agencies worldwide.
- Identify, pursue and deliver tolling opportunities where HDR can compete and deliver professional services.
- Support areas in the identification and participation of industry organizations that grow HDR with toll clients.
- Lead HDR’s strategy for presence and leadership in industry organizations, including IBTTA and others.
- Research and share knowledge of trends and drivers within the tolling market.
- Evaluate and prioritize investments to capture tolling client opportunities across regions.
- AET conversions for existing facilities.
- Planning and design services for systems including technology, payment methods, and advisory services.
- Mobility and operational technology services: ATST, ITS, CAV, tolling system development and operations, managed lanes, ZEM, and OT cybersecurity.
- Advisory services: asset management, ROW, value engineering, funding and finance.
- Bachelor’s degree in architecture, engineering, planning or a related field.
- Minimum 10 years of industry experience.
- Experience developing and managing strategic marketing programs for A/E/P services.
- Experience managing a wide range of client relationships and specific program & project pursuits.
- Experience with staff development, including recruiting, career path and professional growth.
- Experience with industry associations and a visible market sector profile.
- Ability to work cooperatively across market sector directors and regional business group leaders.
- Demonstrated commitment to HDR values and an active participant of the employee‑owned culture.
- PE preferred.
- Recognized leader in the toll roads/toll facilities space.
- Proven ability to set and execute strategy for growth of a tolling practice.
- Established relationships with major toll clients/DOTs.

Compensation ranges from $195,135 to $324,007 across California, $159,656 to $264,006 in Colorado, and other state‑specific ranges as listed in the original posting.
