  • WORK SCHEDULE: Monday – Friday, 8:00 AM – 5:00 PM (flex scheduling may be available with department approval)
  • JOB TYPE: Regular/Full-Time

The Role

As the Finance Manager, you will play a critical leadership role in directing the City’s Finance Department operations, including accounting, financial reporting, audit management, budgeting, and fiscal policy development. Under the general supervision of the Finance Director, you will supervise professional staff, ensure compliance with federal, state, and local regulations, and provide high-level financial guidance that supports the City’s long-term strategic objectives.

The ideal candidate will possess significant governmental accounting experience, strong leadership capabilities, and the ability to collaborate across departments to promote fiscal integrity, transparency, and operational excellence. A background check is required upon acceptance of a conditional offer.

Key Responsibilities
  • Administer the City’s biennial and supplemental budget processes; prepare budget schedules and reports for City Council.
  • Prepare and analyze monthly financial reports, including revenue and expenditure variance analyses and investment reports.
  • Develop and recommend internal controls, policies, procedures, and performance standards.
  • Coordinate preparation of the Annual Comprehensive Financial Report (ACFR).
  • Facilitate and oversee internal and external audits.
  • Participate in daily cash and investment management activities.
  • Lead and support capital improvement planning (CIP).
  • Collaborate with departments on financial and policy initiatives.
  • Develop implementation plans, training materials, and operational procedures.
  • Supervise assigned staff; establish performance standards; conduct evaluations; and provide recommendations on personnel actions.
  • Attend City Council meetings on a regular basis.
  • Perform special projects and other related duties as assigned.
Required

Minimum Qualifications
  • Bachelor’s degree in Accounting, Finance, Public Administration, or related field.
  • Five (5) years of progressively responsible experience in governmental accounting, preferably in local government.
  • Three (3) years of supervisory experience in a professional setting.
Preferred Qualifications
  • Advanced degree in Economics, Finance, Accounting, or related field.
  • Professional certification:
    • Certified Public Accountant (CPA)
    • Certified Public Finance Officer (CPFO)
    • Certified Management Accountant (CMA)
    • Chartered Global Management Accountant (CGMA)
Licenses & Other Requirements
  • Valid driver’s license.
  • Required licenses or certifications may be obtained after hire as agreed upon by the City.

Safety / Work Conditions

Work is primarily performed in an office environment using a computer, with regular travel to meetings and City Council sessions.
