The OrganizationThe City of Paso Robles operates under the Council-Manager form of government. As of 2025, the City has a population of approximately 31,061 and a total annual budget of $145.7 million. The City provides a full range of essential services and is governed by a five-member City Council plus a City Treasurer; the City Manager serves as the Chief Executive Officer and appoints non-elected staff, with certain exceptions.
The City is a full-service municipality employing staff across Administrative Services, City Manager’s Office, Community Development, Community Services, Fire and Emergency Services, Police, Public Works, and Utilities.
Responsibilities- Work with the City Manager, Assistant City Manager, and other staff to develop and execute strategies for public information, marketing, and communication of City projects, programs, and initiatives.
- Assist in the development and implementation of goals, objectives, policies, and procedures for internal and external strategic communications.
- Develop and disseminate communication materials (news releases, infographics, brochures, flyers, social media posts, newsletters, website content) to inform the community about City government news, policy issues, events, and services.
- Analyze public interest and understanding of City programs through focus groups, social media, surveys, and other methods; advise management on findings and strategies.
- Evaluate communications effectiveness and opportunities to improve relations with customers, residents, stakeholders, and employees.
- Assist in creating and disseminating messaging to City staff and engaging feedback from the workforce.
- Develop written communications to support proactive and reactive strategies, including media statements and spokesperson materials as needed.
- Analyze and interpret information on budgets, legislation, grants, programs, assets, contracts, and staffing; prepare periodic or special reports.
- Provide recommendations on policies, procedures, organization, methods, programs, and budget coordination.
- Participate in budget preparation and administration; monitor expenditures and conduct short and long-term departmental planning.
- Administer and oversee departmental and cross-departmental studies, projects, programs, and initiatives.
- Prepare and present reports with recommendations, data, impacts, options, and conclusions.
- Collaborate with managers and staff to obtain accurate information and support decision making.
- Prepare revenue estimates and forecasts; monitor operating and capital budgets, grants, and contracts; identify and adjust budgets as needed.
