Position: Foreign Military Sales (FMS) Financial Management Cost Estimator

We are currently hiring an experienced Foreign Military Sales (
FMS) Financial Management Cost Estimator to support Wright-Patterson AFB, Ohio. Active Secret Clearance is required.

Position Overview

We are seeking an experienced FMS Cost Analyst to support Foreign Military Sales (FMS) programs with a primary focus on cost estimating and financial analysis
. The successful candidate will develop, analyze, and validate cost estimates in support of government acquisition programs, ensuring compliance with DoD, Air Force, and FMS financial management requirements. This role requires strong analytical skills, attention to detail, and the ability to collaborate with government and prime contractor teams to support sound cost, schedule, and risk decisions across the program lifecycle.

Key Responsibilities
  • Develop, maintain, update, and deliver fully documented and well-supported cost estimates, including assessments of risk and schedule impacts.
  • Apply routine and accepted cost estimating methodologies, including:
    • Analogy-based estimating
    • Engineering and scientific approaches
    • Extrapolation techniques
  • Use cost estimating outputs to assess the impact of various factors on the design, research, development, operation, maintenance, and disposal of weapon systems.
  • Execute analytical processes such as:
    • Problem definition and scoping
    • Background research
    • Data collection, normalization, and reduction
    • Data visualization and analysis
    • Mathematical modeling and formulation
    • Conclusions and recommendations
  • Analyze all cost elements affecting projects of limited to moderate scope, identifying key cost drivers and assumptions.
  • Perform data collection, compilation, and analysis to support cost models and program assessments.
  • Support and attend Government meetings to gather information required for cost analysis and estimates.
  • Support cost-related activities for:
    • Requests for Proposal (RFP) reviews
    • Source Selections
    • Initial and Integrated Baseline Reviews (IBRs)
  • Analyze Program Contractor cost estimates to:
    • Ensure consistency with Government cost estimating procedures
    • Review Basis of Estimates (BOEs)
    • Assess risks and uncertainties
    • Cross-check major WBS elements and cost drivers
    • Document analysis results in accordance with DoD, Air Force, and FMS requirements
  • Institute quality control measures, report results, and conduct process improvement initiatives as needed
Required Qualifications
  • Active Secret Clearance
  • Bachelor’s degree in Finance, Accounting, Economics, Engineering, Mathematics, or a related field
  • Experience in cost estimating and financial analysis supporting DoD or FMS programs
  • Knowledge of DoD and Air Force cost estimating policies, procedures, and guidance
  • Strong analytical, quantitative, and problem-solving skills
  • Experience reviewing and validating contractor cost proposals and BOEs
  • Ability to clearly document analysis and present findings to government stakeholders
  • Proficiency with Excel and cost analysis tools
Preferred Qualifications
  • Familiarity with WBS development, risk analysis, and schedule impacts
  • Experience supporting RFPs, Source Selections, and IBRs
  • Experience working directly with Government Program Offices
