Overview

GC&E Federal is seeking an experienced and detail-oriented Program Manager to join our Solutions Operations Center (SOC). The role oversees and contributes to the design and development of integrated technical solutions, combining technical expertise with program oversight and the collection and validation of cost information needed to support proposal development. The successful candidate will have hands-on experience with IP-based video systems, video management software (VMS), access control, intrusion detection, intercoms, electronic locking hardware, wireless locks, cloud-based security platforms, and copper/fiber telecommunications cabling.

As a Program Manager, you will serve as both a working-level contributor and a supervisor, guiding Technical Solutions Specialists and related staff while actively participating in solution design and proposal development. You will collaborate with sales and operations teams to support proposal development that balances innovation, feasibility, compliance, and value. You will help shape solutions that protect people, assets, and infrastructure while ensuring program deliverables remain competitive and aligned with organizational goals.

Responsibilities
  • Provide program‑level oversight across multiple projects, ensuring objectives, timelines, and deliverables are met, and mentor Technical Solutions Specialists in the execution of their assigned duties.
  • Supervise, mentor, and provide performance feedback to Technical Solutions Specialists and related staff.
  • Conduct site visits and attend pre-bid meetings to gather requirements.
  • Conduct blueprint take‑offs and produce structured labor‑hour and direct‑material‑cost estimates.
  • Design and document solutions, including submittal packages (rack elevations, device locations, pathways, cut-sheets).
  • Develop and validate solution cost models and resource assessments, including labor‑hour modeling and direct‑material‑cost inputs, to support proposal development, program planning, and change order activities.
  • Provide end-of-project closeout documentation (as-builts, test results, schedules).
  • Collaborate with sales teams to align technical solutions with client needs.
  • Support field teams with technical guidance and troubleshooting.
  • Coordinate with vendors and subcontractors to obtain cost data for services in support of proposal development.
  • Serve as the escalation point for technical and operational issues across the program.
  • Ensure compliance with industry standards, company policies, and customer requirements.
  • Perform additional responsibilities and tasks as directed by the SOC Manager to support overall program objectives.
Candidate Requirements
  • Proficiency in MS Word, Excel, Project, Visio, and Outlook.
  • Ability to read and interpret blueprints, specifications, and technical drawings.
  • Skilled in blueprint measurement tools (scale ruler, digital plan measure).
  • Strong organizational skills with the ability to manage multiple projects in a fast-paced environment.
  • Excellent written and verbal communication skills.
  • Knowledge of telecommunications and security installation methods.
  • Minimum of 5 - 7 years of relevant experience in security systems fieldwork, systems design, and developing labor‑hour and direct‑material‑cost estimates, as well as program or project management.
  • Degree or equivalent technical/business experience.
  • Experience supervising technical teams or managing programs.
Preferred Skills and Experience
  • Experience with additional tools such as D‑Tools System Integrator and Google Earth.
  • Experience with Revit, Bluebeam, and AutoCAD.
  • Familiarity with cloud-based physical security solutions.
  • Effective communication skills with the ability to provide status updates, raise issues, and contribute to solution discussions.
  • PMP certification or equivalent program/project management training is a plus.
