About the Position: This position is located at 15th Medical Group – Joint Base Pearl Harbor‑Hickam, Hawaii. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Medical malpractice liability insurance is not required for federal civilian healthcare providers as they are covered by the Federal Tort Claims Act (28 U.S.C. § 1346(b)) while acting within the scope of their employment.
The Island of Oahu in Hawaii is often nicknamed (or translated as) "The Gathering Place". It is currently the most populated Hawaiian Island. The city of Honolulu is the largest city, state capital, and main deep‑water marine port for the State of Hawaii. As a jurisdictional unit, the entire island of Oahu is in Honolulu County, although as a place name, Honolulu occupies only a portion of the southeast end of the island.
Well‑known features found on Oahu include Waikiki, Pearl Harbor, Diamond Head, Hanauma, Kane'ohe Bay, Kailua Bay, North Shore, and the resort destination, Ko'Olina. Oahu is also known for having the longest rain shower in history, which lasted for 200 consecutive days. Kāneʻohe Ranch reported 247 straight days with rain from August 27, 1993 to April 30, 1994. The average temperature in Oahu is around 70‑85 °F (21‑29 °C), and the island is warmest from June through October.
The winter weather is cooler, but still warm with an average temperature of 68‑78 °F (20‑26 °C).

ResponsibilitiesMAJOR DUTIES AND RESPONSIBILITIES
- Serve as the Primary Care Optimization (PCO) team leader providing comprehensive outpatient care to beneficiaries ranging from newborn to geriatric age presenting with complex and interdependent acute and chronic conditions.
- Provide pre‑ and post‑deployment health assessments as well as preventive health assessments (PHA).
- Complete administrative paperwork and assessments required of active duty Primary Care Managers.
- Advise other physicians, non‑physician providers, and nursing and para‑professional staff on the care of patients with urgent, emergent, and non‑urgent medical problems.
- Provide clinical and administrative leadership to the Patient Centered Medical Home (PCMH) team.
- Serve as a member of the professional medical staff, following and modifying hospital plans and policies to meet accrediting agencies' requirements.
- Participate in local disaster training exercises as directed by the Chief of Medical Staff or MTF Commander; respond to real‑world disaster situations.
- Coordinate with local, state, and county medical emergency personnel to deliver primary care following the assigned facility's Medical Contingency Response Plan (MCRP).
- Participate in a rotating call schedule, averaging one week every six weeks, during which the member will hold the designated call phone for Active‑Duty death notifications. Such notifications are infrequent and will occur only on rare occasions.
