Counterintelligence Specialist; Operations​/Passage Material; PaM Coordinator - Mid-Level

Overview

Bluehawk is seeking a mid-level Counterintelligence Specialists who shall perform work at designated government-owned facilities at USINDOPACOM HQ Camp H.M. Smith; USINDOPACOM JIOC, Joint Base Pearl Harbor-Hickam, HI; and other military locations on the island of Oahu, HI. Locations also may include OCONUS & CONUS U.S. Government Controlled Facilities within the USINDOPACOM’s Area of Responsibility (AOR) or their Joint Detachment (JDET) Offices in Denver, CO;
Minneapolis, MN; or Ft. Worth, TX.

Primary work location is Pearl Harbor, Hawaii, however government will determine based on mission requirements.

• DoDI S-5240.09 requires Combatant Commanders to identify requirements that may be satisfied through offensive Cl operations (OFCO). Combatant Commanders are further required to identify, nominate, and process passage material (PaM) that supports CCMD goals, plans, and objectives.
• J2X requires a full-time CI officer dedicated to support CI operations. Assigned personnel will provide input to the CCMO-s CI operational requirements and support the PaM process to facilitate CI operations.
• The contract employee shall be responsible for PaM processing required for approving, disapproving, or conditionally approving the passage of PaM and documenting this decision within the CCMD.
• The contract employee shall serve as a CCMD focal point for coordination of nominated material and will ensure compliance with the processing requirements defined in DoDI S-5240.09.
• The contract employee shall develop identify and/or work with CCMD staff to develop PaM, which supports USINDOP ACOM requirements.

• Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.
• Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
• Demonstrates ability to work independently with minimal oversight and direction.
• Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
• Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.
• Demonstrates ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.

• At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.

• Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
