Position: Clinical Assistant Nurse Manager (O-5 Billet) Supervisory

Overview

Clinical Assistant Nurse Manager (O-5 Billet) Supervisory – U.S. Immigration and Customs Enforcement (ICE).

Summary:

The Clinical Assistant Nurse Manager supervises nursing services at ICE facilities, ensuring compliance with laws, policies, and standards. Reports to the Nurse Manager (NM) and Regional NM, serving as acting NM as needed. Requires RN licensure and 5+ years of clinical experience.

Responsibilities

• Supervise nursing services and ensure nursing practice aligns with national, state, and local laws and regulations.
• Serve as rating official for federal nursing staff and assist in monitoring contract nursing personnel.
• Act as nursing advisor in the absence of the Chief, Complex Nursing Unit to the facility administrator.
• Collaborate with physicians and other healthcare professionals to develop patient care plans; evaluate and adjust nursing-care plans as needed.
• Provide clinical advisory tasks related to health outcomes, quality measures, and nursing care reviews in collaboration with IHSC Medical Quality Management Unit.

Duties and Responsibilities

• Understand and apply theories and principles underlying professional nursing to improve efficiency and quality of care.
• Apply extensive nursing knowledge to analyze problems, develop solutions, and communicate findings.
• Collaborate with leadership to design and implement nursing care strategies; communicate with patients and families as needed.
• Assist in policy guidance for nursing care reviews with IHSC and external surveyors.

Technical Duties and Responsibilities

• Apply standard procedures in a specialized healthcare field; collect, observe, test, and record patient data.
• Maintain knowledge of new practical methods through on-the-job and training.

Requirements and Conditions

• You must be a U.S. citizen to apply.
• Background investigation and drug screen clearance required.
• Selective Service registration if applicable; must meet all requirements by closing date unless stated otherwise.
• Service remaining requirement: 18 to 24 months;
  Assignment Pay Agreement must be fulfilled if applicable.
• Current USPHS Commissioned Corps Officer; CAD candidates not eligible; civilians not eligible.
• IHSC TDY On-Call Schedule participation required.

Qualifications

• Education:
  
  Baccalaureate in Nursing;
  Master’s preferred.
• Licenses: RN license; maintain current licensure; CPR/BLS certified.
• Experience:
  
  Professional clinical nursing experience 5 years; correctional health care preferred; 2 years direct clinical patient care preferred.
• Administrative experience in supervisory capacity; leadership training requirements within specified time frames.
• Knowledge:
  Correctional nursing concepts; nursing management and leadership; team building; staff development; cultural competency.
• Travel:
  Some travel may be required.

Physical Demands

• Hazardous duty in detention setting; lifting up to 30 pounds; assist detainees or staff in emergencies; may require running, standing for long periods, etc.; may perform CPR/emergency care.

Education and Additional Information

• IHSC serves detainees nationwide; overview of scope and responsibilities.
