Program Planner 3 – State of Iowa - Executive Branch

Job Description

This position is responsible for assisting the Iowa Department of Corrections (IDOC) correctional education programs, secondary and post‑secondary, for individuals who are incarcerated in Iowa's prisons, as well as working with community‑based corrections to assist the flow and follow up of any post‑secondary education completed while incarcerated. The position is also responsible for assisting, through support of and contribution to, the success of the IDOC's Registered Apprenticeship Program.

Responsibilities
  • Assist in oversight of secondary and post‑secondary correctional education in the nine prisons in Iowa, including monitoring monthly secondary correctional education reports, responding to kiosk messages from the incarcerated population, attending all correctional education graduations, functioning as a member of the Adult Basic Education (ABE) team, and serving as an active member of the Iowa Correctional Education Advisory Council (ICEAC).
  • Assist in oversight of secondary correctional education assessment centers at the Iowa Correctional Institution for Women (ICIW) and the Iowa Medical and Classification Center (IMCC).
  • Establish a program review process, implementation plan, and continuous quality improvement for secondary and post‑secondary correctional education programs.
  • Collaborate with secondary and post‑secondary correctional education partners to provide support, guidance, and continuous quality improvement to ensure understanding of and compliance with IDOC policies and procedures.
  • Identify strategies and design projects that provide innovative and corrections‑specific professional development for secondary and post‑secondary correctional education partners.
  • Establish a technology request process, implementation plan, and continuous quality improvement for secondary and post‑secondary correctional education partners.
  • Understand local, state, and federal financial aid opportunities and processes for access for the incarcerated population.
  • Oversee secondary correctional education statistical workbook/data and post‑secondary correctional education data to comply with state and federal reporting requirements.
  • Provide assistance to support and contribute to the success of the IDOC Registered Apprenticeship Program, including enrolling apprentices who are incarcerated into the Department of Labor RAPIDS database, collecting/updating apprenticeship hours, and checking exams/entering scores into the IDOC registered apprenticeship program database.
  • Collaborate with IDOC Public Information Officer for social media highlights of achievements of the incarcerated population secondary and post‑secondary correctional education and registered apprenticeship programs.
Minimum Qualification Requirements
  • Seven years of full‑time work experience in the administration or operation/execution of a program (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures).
  • All of the following (a, b, and c):
    • One year of full‑time work experience in the administration or operation/execution of a program.
    • A total of four years of education and full‑time experience, where thirty semester hours of accredited college or university coursework in any field equals one year of full‑time experience.
    • A total of two years of graduate‑level education and full‑time experience, where twenty‑four semester hours of accredited graduate college or university coursework in any field equals one year of full‑time experience.
  • Graduation from an accredited school of law.
  • Current, continuous experience in the state executive branch that includes nine months of full‑time work as a Program Planner 2 or twenty‑seven months of full‑time work as a Program Planner 1.
