Job Description

We are seeking an experienced Historical Data Migration Architect to lead enterprise-scale Oracle HCM Cloud data migration programmes.

The ideal candidate will bring deep expertise in Oracle HCM Cloud data migration strategy, historical payroll data conversion, governance, and large‑scale transformation delivery within complex environments, including public sector organisations.

This role will be responsible for defining and governing the end‑to‑end migration strategy, managing historical data transformation and reconciliation, and ensuring accurate, secure, and compliant migration into Oracle HCM Cloud.

Key Responsibilities
  • Strategy & Planning:
    Define and own the end‑to‑end Data Migration Strategy including scope, approach, tooling, timeline, and resource planning aligned with programme objectives
  • Conduct legacy system assessments and data landscape analysis to identify migration complexity, data quality gaps, risks, and dependencies
  • Establish Data Migration Governance Frameworks including RACI matrices, escalation processes, sign‑off procedures, and cutover decision gates
  • Develop and maintain Migration Project Plans (MPP) with tracking for mock migrations, rehearsals, and production cutovers
  • Define data retention, archiving, and disposal strategies for historical records outside migration scope
  • Design & Architecture:
    Lead source‑to‑target mapping workshops with HR, Payroll, and IT stakeholders covering Core HR, Payroll, Absence, Talent, Position, Assignment History, and related HCM objects
  • Design and implement Oracle HCM Cloud HDL and HSDL templates aligned to transformation and legacy data requirements
  • Architect payroll balance migration strategies including year‑to‑date, period‑to‑date, and statutory balances
  • Define enterprise‑wide data cleansing, transformation, and enrichment rules to improve migration quality
  • Establish robust reconciliation and audit frameworks to validate migrated data accuracy and completeness
  • Strong experience producing migration artefacts including:
    Migration Strategy Documents Source‑to‑Target Mapping Specifications Transformation Rules Data Quality Scorecards Cutover Runbooks Reconciliation Reports Oracle HCM Cloud Expertise
  • Experience leading or co‑leading data migration work streams in at least 3+ end‑to‑end Oracle HCM Cloud implementations
  • Minimum one implementation involving full payroll migration or parallel payroll balance upload
  • Strong expertise in:
    Oracle HDL (HCM Data Loader) HSDL (HCM Spreadsheet Data Loader)
  • Oracle HCM Cloud Data Architecture Payroll Balance Migration Historical HR Data Conversion
Required Qualifications
  • Experience 10 - 15 years of experience in HR IT consulting, enterprise data migration delivery, and Oracle HCM Cloud implementations
  • Proven track record leading large‑scale Oracle HCM Cloud migration work streams from Discovery through Hypercare
  • Experience leading complex historical payroll migrations including balance conversion and reconciliation
  • Strong experience producing migration artefacts including:
    Migration Strategy Documents Source‑to‑Target Mapping Specifications Transformation Rules Data Quality Scorecards Cutover Runbooks Reconciliation Reports Oracle HCM Cloud Expertise
  • Experience leading or co‑leading data migration work streams in at least 3+ end‑to‑end Oracle HCM Cloud implementations
  • Minimum one implementation involving full payroll migration or parallel payroll balance upload
  • Strong expertise in:
    Oracle HDL (HCM Data Loader) HSDL (HCM Spreadsheet Data Loader)
  • Oracle HCM Cloud Data Architecture Payroll Balance Migration Historical HR Data Conversion

  • Strong stakeholder and programme management capabilities
  • Expertise in ETL processes, SQL, and enterprise data transformation tools
  • Knowledge of GDPR and enterprise data governance frameworks
