Position: Performance Manager

This is an exciting opportunity for an experienced Performance Manager to work as part of the Vaccination Programme Wales team. The Vaccination Programme Wales is seeking to transform the delivery of vaccination in Wales, in order to meet the health protection needs of our population. The post holder will be responsible for developing and implementing a comprehensive and integrated performance management framework for Vaccination Programme Wales, which will ensure high quality performance management arrangements are in place across the organisation.

Working closely with the Director of Planning, the wider Vaccination Programme Wales team, Public Health Wales, Health Boards, Digital Health Care Wales and Welsh Government, as well as external stakeholders, the post holder will build on areas of best practice, to develop robust performance management arrangements to support delivery of our strategy and priorities.

Hybrid working arrangement available (Bocam Park office 2x days a week).

Main duties of the job

Review Public Health Wales' existing performance management and reporting arrangements and make proposals, through a revised performance framework, for how these can be strengthened and improved. This will include the development and implementation of relevant policies and procedures across the organisation. Develop a performance management system that allows for the efficient and effective collection, monitoring and reporting of performance. This will include developing an understanding of the relationship between different aspects of performance (service, financial, quality and workforce).

Support the development of a culture within NHS Executive Wales that is reflected by a willingness to continuously improve and learn. Develop proposals for future performance reporting arrangements within NHS Executive Wales, including the level and type of information that should be considered by various groups.

Person Specification Qualifications
  • Educated to relevant Masters Degree level or equivalent experience
Experience
  • Management experience in a senior role including staff management, working with non-financial senior managers.
  • Experience of working in a performance management environment in a large complex organisation.
  • Comprehensive understanding of the NHS performance management regime
  • Experience of developing and maintaining good working relationships and respect within the team and budget managers
  • Experience of performance management and monitoring programmes, projects and services
  • Experience of working with external agencies.
SKILLS KNOWLEDGE ABILITIES
  • Ability to communicate highly complex technical concepts and analysis effectively to different organisations and audiences; including formal presentations.
  • Excellent analytical and numerical skills
  • Ability to overcome barriers associated with conveying highly complex technical information to a non-technical audience, identifying risk and opportunities as well as options.
