Crisis Mental Health Specialist III (QMHP) ON CALL

Join the Community Counseling Solutions team as a Crisis Mental Health Specialist III (QMHP), currently open for on‑call work. The position is located in Umatilla County and requires professionals who can deliver culturally competent behavioral health care within the Oregon Administrative Rules framework.

Location: Umatilla County, Oregon

FLSA: varies, on-call as needed

Supervisor: Clinical Supervisor

Pay Grade:

  • MHS IV - B12 ($35.53 - $53.65 hourly). Exempt – Requires Doctorate or Licensure.
  • MHS III - B11 ($32.45 - $48.65 hourly). Exempt – Master’s required.
  • MHS II - B09 ($27.26 - $39.76 hourly). Non‑Exempt – Must have a bachelor’s and be enrolled or willing to enroll in a Master’s program within 4 months of hire.

Description:

Provides culturally competent and appropriate behavioral health treatment to clients served by Community Counseling Solutions. Works in accordance with Oregon Administrative Rules (OARs) and the organization’s mission and values. Provides prompt and thorough assessment, evaluation, and intervention via telephone or in person, and delivers written and verbal communication when indicated. Works closely with community partners and assists administration in meeting the behavioral health needs of the community.

Supervision:

  • Supervision Received – This position is supervised by the Crisis Supervisor.
  • Supervision Exercised – This position does not supervise other employees.

Responsibilities:

  • Assimilate data from a wide range of observations, using clinical techniques to gather the client’s personal, family, medical, and psychiatric histories.
  • Establish short‑term goals with clients, provide follow‑up services as needed, and make appropriate referrals.
  • Provide home visits and outreach services to schools and other agencies/providers as necessary and appropriate.
  • Screen referrals to assure proper utilization of Outpatient Services.
  • Promptly and accurately complete clinical records and all collateral forms as necessary and required.
  • Arrange for hospitalization of clients, either voluntarily or involuntarily, and assess to ensure it is the least restrictive alternative. Communicate needs to staff and physicians; assist police and community agencies during admissions.
  • Arrange emergency/temporary placement as appropriate.
  • Participate as part of a mental health emergency response team and be available for various non‑traditional work hours covering call‑offs when feasible.
  • Cooperate with all referral sources and provide assistance, directions, and feedback.
  • Provide consultation services to hospital departments and other providers as necessary and appropriate.
  • Provide clinical services to children, adults, and families—screening, assessment, individual and group therapy, consultation, and other allowed clinical services.
  • Actively participate in joint case planning and coordination with agency employees and relevant contractors. Act as liaison between clients and other agencies; serve as client advocate when appropriate.
  • Engage in group and individual supervision sessions.
  • Collaborate with staff and community representatives to initiate new programs, review, evaluate, and revise existing programs as needed.
  • Perform joint case planning and coordination with community agencies—schools, group homes, police, DA’s offices, courts, clinics, hospitals, and other DHHS agencies.
  • Provide behavioral health and addiction education, prevention, and information to various interest groups.
  • Provide after‑hours emergency services on a 24‑hour rotating basis to adults; if variable, same services to children.
  • If variable, initiate holds, provide civil commitment investigations, and work with hospitals, case workers, and state agencies for civil commitment process.
  • Complete paperwork professionally, clinically sound, and timely per OARs and other guidelines.
  • Attend trainings, meetings, conferences, etc., and apply learned information to benefit the agency and clients.
  • Assist other clinicians in facilitating groups as requested.
  • If variable, provide intensive children’s treatment services.
  • Utilize agency software/computer systems to prepare current client records and reports.
