Pay Grade:
Clinical Supervisor I - B12 ($73,900 - $111,600 annually, depending on experience)

Description
  • Oversee day‑to‑day operations of Umatilla‑based crisis workers and crisis dispatchers.
  • Provide clinical supervision and oversight to assigned staff, ensuring care meets CCS philosophy and policy.
  • Ensure staff receive current evidence‑based practices (EBPs) and that the agency meets or exceeds clinical outcome standards.
  • Ensure all paperwork by staff is completed professionally and timely, providing supervision when goals are not met.
  • Assist with agency‑wide crisis consultation, including investigations and examinations.
  • Provide after‑hours emergency services on a 24‑hour rotating basis to adults and children; participate in backup on‑call rotation.
  • Review and sign all assessments and treatment plans as assigned.
  • Recruit, hire, train new staff, conduct performance evaluations, and enforce discipline and termination policies.
  • Report all cases of abuse or neglect to the proper agency, complete investigative reports, and implement safety plans.
  • Initiate holds and conduct civil commitment investigations, working with hospitals, case workers, and the state for individuals in the civil commitment process.
  • Provide utilization management for adults and children needing higher levels of care.
  • Schedule and participate in meetings with other agencies to ensure continuity of service delivery.
  • Maintain a caseload, providing quality individual, group, and family counseling services.
  • Resolve customer complaints through the grievance process.
  • Ensure agency compliance with relevant OARs, clinical contractual requirements, and GOBHI standards.
  • Schedule clients in a timely manner, oversee staff coverage, and coordinate medical treatment with prescribers.
  • Participate in internal administrative meetings and hold regular clinical staff meetings.
  • Communicate with the public and coordinate community programs.
  • Serve on community boards or committees related to program delivery.
  • Assist the Office Manager in maintaining effective clerical and clinical staff relationships.
  • Administer forms for urinalysis testing and record all pertinent information.
  • Transport customers as needed.
  • Other duties as assigned.

Qualifications

Education and Experience

  • Master’s degree from an accredited university in psychology, sociology, or related human services field and 2 years of post‑grad experience delivering clinical services (preferred supervisor & crisis experience).
  • Licensed LCSW, LPC, or LMFT with 4 years’ experience delivering clinical services (preferred 3 years of supervisory experience in crisis related field).

Certifications

  • Certified Mental Health Investigator, or ability to obtain certification.
  • Certified Protective Services Investigator, or ability to obtain certification.
  • Certified Mental Health Examiner, or ability to obtain certification.
  • Certified Alcohol and Drug Counselor (if not a Licensed Professional Counselor, Licensed Clinical Social Worker or Ph.D.).

  • Ability to prepare and maintain detailed and accurate records.

  • Understanding of laws, regulations and administrative rules related to mental health and chemical dependency.
  • Self‑starter and ability to supervise and assign work to subordinates.
  • Good organizational and time‑management skills.
  • Ability to handle highly confidential information.
  • Strong written and oral communication skills.
  • Proficient typing skills and basic office software knowledge.
Background Checks

Must pass all criminal history check requirements per ORS 181.536‑181.537 and OAR 410‑007‑0200‑410‑007‑0380. Employee, volunteer and contractor (monthly) will be checked against OIG and GSA exclusion lists.

Auto Insurance

Must hold a valid driver’s license and personal auto insurance for CCS business vehicle use. Proof of $300,000 or more liability coverage required. CCS reserves right to deny vehicle use.

Physical Demands & Work Environment

Regular use of computer, phone, and office equipment. May stand, walk, reach, and occasionally lift up to 30 lbs. Work is performed in an office and community setting, including travel and overnight stays as required.
