Position Summary

Crisis Mental Health Specialist III (QMHP)

Location & Employment

Full‑time, FLSA: 1 FTE, Exempt, 40 hours per week. Salary: $67,500 – $101,200 (MHS III – B11). Monthly shift differential for nights and weekends: $1 – $2.50.

Description

Provides culturally competent behavioral health treatment in accordance with Oregon Administrative Rules and CCS mission. Conducts prompt assessment, evaluation, and intervention via telephone or in person, and coordinates with community partners.

Responsibilities
  • Assimilate data from observations and use clinical techniques to gather client histories.
  • Establish short‑term goals, provide follow‑up services, and make referrals.
  • Provide home visits, outreach to schools, and other agencies.
  • Screen referrals to ensure proper utilization of outpatient services.
  • Accurately complete clinical records and collateral forms.
  • Arrange hospitalization (voluntary or involuntary) and assess least restrictive alternatives.
  • Cooperate with police, hospitals, and community agencies during admissions.
  • Arrange emergency/temporary placements as appropriate.
  • Work on a mental‑health emergency response team and cover call‑offs.
  • Provide consultation to hospital departments and other providers.
  • Offer clinical services to children, adults, and families, including assessment, therapy, and education.
  • Participate in joint case planning, coordination, and advocacy.
  • Attend and contribute to supervision sessions.
  • Assist in developing new programs and revising existing ones.
  • Educate groups on behavioral health and addiction prevention.
  • Operate as a 24‑hour after‑hours emergency service provider.
  • Conduct civil commitment investigations and hold procedures.
  • Maintain professional, timely paperwork per OAR and guidelines.
  • Attend trainings, meetings, and conferences.
  • Assist other clinicians with group facilitation.
  • Use agency software to prepare client records and reports.
  • Transport clients and administer urinalysis testing as required.
  • Report abuse, complete investigations, and develop safety plans.
  • Other responsibilities as assigned.
Qualifications
  • Education: MHS IV – Doctorate in social work, psychology, or related field, OR Master’s with LPC, LCSW, or LMFT certification.
  • MHS III – Master’s in social work, psychology, or related field.
  • MHS II (variance) – Bachelor’s degree with enrollment or willingness to enroll in a Master’s program within 4 months.
  • Certifications:

    Certified Mental Health Investigator, Certified Alcohol and Drug Counselor, or Certified Gambling Addiction Counselor.
  • Skills & Abilities:
    Knowledge of mental illness and addiction symptoms; effective verbal and written communication; independent task completion; coordination with co‑occurring disorder patients; coordination across agencies; teamwork; computer literacy; confidentiality adherence.
Background & Legal

Must pass criminal background checks per ORS 181.536–181.537 and OAR 410‑007‑0200 through 410‑007‑0380. Monthly checks against OIG and GSA exclusion lists. Must hold a valid driver’s license and personal auto insurance with minimum liability coverage of $300,000 bodily injury and $100,000 property damage. Pre‑hire drug screening required.

Physical Demands & Work Environment

Regular use of office automation; sitting, talking, typing, reaching. Occasionally stand, walk, lift up to 30 lb. On‑call duties may involve irregular sleep. Work in office and community settings, including homes, agencies, and potentially hazardous environments.
