Job SummaryThe Sr. Manager of Licensing is responsible for leading all licensing activities for Extended Power Uprate projects, ensuring timely NRC approvals, strict alignment with regulatory requirements, and seamless integration of licensing commitments into project execution.
This role is essential to protecting nuclear safety margins, minimizing regulatory risk, and enabling on-time delivery of major project milestones. By developing strategies, coordinating technical submittals, and serving as the primary interface with regulatory bodies, the Sr. Manager of Licensing provides the regulatory foundation that allows the EPU project to advance safely, compliantly, and on schedule.
Job Description Key Accountabilities- Lead licensing activities for Extended Power Uprate projects, ensuring compliance with NRC regulations, site licensing bases, and industry standards.
- Develop and manage licensing strategies, submittals, and responses to NRC Requests for Additional Information (RAIs).
- Coordinate with Engineering, Project Management, and Site Operations to align technical deliverables with licensing requirements.
- Serve as the primary interface with NRC, INPO, DOE, and industry peer groups on licensing matters.
- Direct preparation, review, and approval of License Amendment Requests (LARs), safety evaluations, and supporting analyses.
- Anticipate regulatory challenges and proactively mitigate licensing risks to support project cost and schedule.
- Provide contract ownership and leadership for Owner’s Engineer and external contractors delivering licensing products.
- Ensure licensing commitments are tracked, communicated, and fully integrated into project execution and long-term plant operations.
- Bachelor’s degree Engineering
- 10+ years in engineering or projects, with 5+ years in a leadership role
- Experience leading multi-disciplinary teams on large projects (preferred)
- Strong knowledge of NRC, INPO, and industry codes/standards (ASME, IEEE, ANSI, NERC).
- Proven EPC / Owner’s Engineer oversight and regulatory interface experience.
- Timely approval of NRC licensing submittals to support EPU project milestones.
- Zero adverse regulatory findings or violations impacting project scope or schedule.
- Effective resolution of NRC RAIs with minimal iterations or corrective actions.
- Strong coordination with internal and external stakeholders, ensuring alignment of licensing with technical and project objectives.
- Accurate and complete integration of licensing commitments into plant design, operations, and project execution.
