Position Details

Responsibilities
  • Prepare and monitor program budgets in coordination with program operators.
  • Manage year‑end accounting and closeout processes for programs, including final expenditure reports.
  • Act as liaison with state funding departments on fiscal issues related to TIU programs.
  • Assist with fiscal year‑end audit preparation and the PDE Annual Financial Report.
  • Attend program meetings and trainings to ensure compliance on fiscal issues.
  • Maintain E‑grant system fiscal reporting for required programs.
  • Assist in preparing applications for E‑Rate as needed.
  • Develop and maintain cost allocation plans for various programs.
  • Prepare contract invoices for billing various state, federal and local entities.
  • Assist in preparing requests for proposals and coordinating contracts with vendors.
  • Support processing of program requisitions and purchase orders for supplies and equipment.
  • Prepare monthly/quarterly cash reconciliations and other grantor reporting.
  • Prepare monthly bank account reconciliations.
  • Execute data entry of accounting information, including purchase orders, cash disbursements, receipts and journal entries.
  • Maintain program and contract files.
  • Operate in‑house computer system for accounting/payroll functions.
  • Perform other tasks as assigned by the Director for Management Services or the Financial Accounting Manager.

Skills and Abilities
  • Good oral communication skills in English.
  • Professional appearance and presentation.
  • Clear written communication and good proofreading.
  • Ability to work collaboratively with program administrators and grantors.
  • Ability to manage multiple related activities timely.
  • Interpret local, state, and federal budgets to assign cost categories.
  • Physical ability to lift up to 25 pounds.
  • Operate copier, calculator, and computer equipment.
  • High level of accuracy and efficiency in office procedures.
Qualification Standards
  • Education:

    Associate’s degree required.
  • Experience:

    Minimum two years of fiscal or accounting transactions; experience with spreadsheets required; strong mathematical aptitude preferred.
