General

Minimum Requirements
  • Excellent physical condition.
  • Possession of a valid automobile driving license and ability to drive using a manual transmission.
  • Ability to cope with physical hardship, willing to work extra hours and in an environment with limited infrastructure.
Field Of Expertise Requirements
  • Work experience in economics, business development, good governance, regional planning and development, or environmental development and protection.
  • Experience working with developing or transitional economies.
  • Communication, interpersonal, and analytical skills.
  • Good knowledge of OSCE principles and commitments is desirable.
Level Of Professional Competence Requirements Education
  • Advanced (second‑level) university degree in economics, regional planning and development, environmental studies, natural science, or related fields. A first‑level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second‑level degree.
  • A certified training course in a relevant field is desirable.
Experience
  • Minimum of six years of relevant, diversified, and progressively responsible professional experience, including at least three years at the management level relevant to the actual position.
Mission Specific Requirements
  • International mission members in the OSCE are internationally recruited and hired to work in a duty station outside of their home country. Nationals and permanent residents of the duty station are not eligible.
  • Project management experience of economic and environmental governance projects.
  • Demonstrated management and supervisory experience.
  • Ability to establish contacts and develop relations with local government officials, institutions, and civil society.
  • Strong analytical, organizational, communication and interpersonal skills; ability to compile and analyse relevant information.
  • Cultural sensitivity and judgment.
  • Experience in governance (e.g., anti‑corruption, natural resources, housing and land) and public procurement issues.
  • Familiarity with concepts such as the Green Economy and Integrated Water Resource Management.
  • Previous international work experience, preferably within field operations in the Commonwealth of Independent States (CIS), especially Central Asia.
  • Professional fluency in English, both oral and written; working knowledge of Russian.
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.
  • Ability to work as a member of a team with people of different cultural, religious, and political backgrounds while maintaining impartiality and objectivity.
  • Ability to operate Windows‑based applications and use the Microsoft Office suite.
Tasks And Responsibilities
  • Lead the Economic and Environmental Activities programme of the Programme Office in Bishkek (POiB) and be responsible for all its aspects and activities.
  • Provide support and advice to the HoPO and DHoPO on economic governance, good governance, environmental and regional development issues.
  • Take the lead in defining the strategy and necessary resources for the programme through the Programme Budgeting process.
  • Oversee and direct the development, coordination and implementation of economic governance, good governance, environmental and regional development governance projects, ensuring compliance with the OSCE’s Common Regulatory Management System (CRMS).
  • Ensure that all relevant projects are adequately monitored, controlled and reported on.
  • Assist in arranging OSCE events, including regional seminars, visits to the area by OSCE delegations, and other events with OSCE participation.
  • Supervise the work of all staff in the Economic and Environmental Activities programme.
  • Identify local and international stakeholders relevant to programme fulfilment and maintain regular communication with them.
  • Represent the OSCE and the POiB in advocating for the fulfilment of economic and environmental governance commitments to external audiences.
  • Perform other duties as required.
