Incumbent serves as Administrator for Steuben County Health Department, responsible for managing Department programs, including environmental health, public health nursing, emergency preparedness, and vital records.
RESPONSIBILITIES- Supervises and directs Health Department staff, including administering personnel programs, informing staff of organizational and HR developments, recommending increases or decreases in staff, planning and delegating work assignments, providing training, reviewing position documentation, evaluating performance and salaries, recommending changes and personnel actions, maintaining discipline, recommending corrective action as warranted. Assists Health Officer with interviewing applicants, hiring, and terminating personnel as necessary.
- Oversees Department programs, including on-site sewage disposal, food protection, environmental complaints, potable water supply, general environmental health, public health nursing, and vital records.
- Maintains frequent communication with County Health Officer.
- Assists in preparing and administering annual Department budget and related grant budgets. Collaborates with Health Officer in assessing needs, projecting costs and developing goals, objectives, policies, and procedures.
- Writes, submits, and manages grant proposals. Acts as official Departmental signatory on grant applications and contracts. Informs staff and answers questions regarding veracity of proposed expenditures related to specific approved grant budget. Reviews, summarizes, and tracks data on grant awards received in database and file formats. Oversees and tracks grant deliverables including, but not limited to, tracking proposals in development, proposals submitted, communications, and awards, and managing data tracking software, to ensure content is always complete and up to date.
- Conducts environmental inspections for public health programs as needed, including reviewing potential health violations and hazards, taking appropriate action to ensure compliance with all requirements, completing reports, processing applications, receiving fees, and providing receipts for appropriate licenses.
- Responds to inquiries, requests, and problems concerning various public health issues including, but not limited to, residential on-site sewage systems, sanitary sewer systems, private water wells, retail food establishments, public and semi-public swimming pools, and related environmental concerns. Provides information and assistance, including explaining procedures, conducting inspections, and issuing or denying permits as appropriate.
- Receives, investigates, and resolves public health complaints regarding potential code violations, including, but not limited to, food establishments, foodborne illness, public and semi-public swimming pools, waterborne illness, housing, environmental spills, trash, dead animals, septic/sewers, and other related public health hazard concerns. Conducts on-site inspections as needed, including photographing sites, sending warning letters, conducting follow-up investigations, and working with appropriate individuals to resolve conflicts or take legal enforcement action as required to ensure compliance.
- Represents the Department with news media and various agencies, including IDEM and IDOH. Prepares and makes public speaking presentations and attends various meetings as Departmental representation, including community boards, County Council, and County Board of Commissioners.
- Works with the Public Health Emergency Preparedness Coordinator, Director of Public Health Nursing, and Indiana Healthcare Coalition representatives, and various other federal, state and local agencies in disaster preparedness and bioterrorism planning and training, including, but not limited to, conducting points of dispensing (PODs) and assisting agencies with mass casualty incidents, reunification, and recovery planning.
- Collaborates with Emergency Management, law enforcement, fire departments and local government agencies with emergency preparedness and bioterrorism planning and procedures.
- Schedules and conducts administrative violation hearings as required, including reviewing case documentation, coordinating involved parties, mediating discussion, and developing compliance schedules. Refers cases to attorneys as needed. Provides expert testimony in…
