The Technical Project Analyst Senior works independently with business partners to plan, coordinate, monitor, and support implementation of multiple small or one large systems related projects, defined by company methodology, such as information systems, full life‑cycle application development, building enterprise applications, or data warehouse planning and development. Will engage business SMEs and leaders to understand and develop business requirements, and connect those with the technical teams.

- Applies standard project management methodologies for system related projects.
- Participates in the design and documentation of complex business processes and participates in strategic, operational and tactical planning.
- Manages day‑to‑day reporting activities and issues; is responsible for the administration, training, mentoring, coaching of project methodologies and tools with less experienced associates.
- Manages projects of various sizes and complexity.
- Partners with system analysts, software designers and programmers to determine best methods to achieve project objectives.
- Works with business and technical teams to develop end‑to‑end project plans.
- Confirms and monitors overall adherence to project budget and schedule.
- Responsible for overall project execution – manages and controls project scope; manages resource, risk, quality, and cost to deliver the project according to plan; develops training plans; develops requirements documents.
- Develops project approval matrix; identifies project team training and tool needs; recommends terms for contractual agreements to ensure objectives are outlined based on project requirements.
- Coordinates requirements and testing, schedules implementation and post‑implement plans, and develops service‑level agreements – transition to business as usual for internal teams and vendor partners.
- Ensures compliance with quality gates for each project methodology phase; defines critical success factors; establishes and manages the project warranty period; ensures project is compliant with regulatory and legal requirements.
- Liaises with Shared Services technical teams as needed to execute the projects.
- Provides project status updates and documents key decisions, action items, risks and issues.
- Develops and executes escalations as appropriate.
- BS/BA in information systems or related field of study and a minimum of 3 years project management experience; or any combination of education and experience providing equivalent background.
- Experience in creating an effective team environment, building strong relationships, negotiation, solving problems and issues, resolving conflicts, managing resources in a matrix environment and communicating effectively at all levels.
- Experience working successfully with both business and technical SMEs, and engaging leadership and stakeholders.
- Experience working with project management tools, documentation tools, and reporting tools required.
- Project Management Professional certification (PMP) strongly preferred.
- Experience in health plan/healthcare environment preferred but not required.
- Expertise with integrations, data governance, data quality preferred but not required.
- Experience leading software or application projects.
- Knowledge of File Exchange Technologies.
