Did you know the council’s Housing Landlord Service has stock in Penrith? We have 81 properties on the Carleton Meadows estate and we are pleased to be expanding our Housing Team to ensure tenants have the support they need in the Eden area.

About this opportunity

This role is part of the Housing Landlord Service. The team deals with all aspects of tenancy management and support including enforcement and tenant engagement, income recovery and the allocation of the stock. The post holder will play a key role in ensuring that anti-social behaviour and hate incidents are tackled effectively in partnership with appropriate agencies and other Council services.

They will also play a key role in ensuring appropriate support and advice is provided to tenants (in conjunction with other agencies) around domestic abuse, safety of shared areas and to promote social, environmental and economic wellbeing. They will preserve the income to the service by ensuring rental income is maximised and arrears minimised and void properties turned over effectively to reduce rent loss.

In this role, you will:

  • Deliver a comprehensive customer-centred service to tenants to deal with all aspects of tenancy management and support to promote social, environmental and economic wellbeing. This will also include repairs coordination with contractors.
  • Provide advice to Housing tenants to promote tenancy sustainment and tenant wellbeing, by being proactive in addressing anti-social behaviour and hate crime as well as other issues affecting neighbourhoods with social housing.
  • Manage rent accounts and recover arrears and other housing related debts from tenants to maximise income.
  • Coordinate void management.
  • Liaise with internal colleagues, and external services to deliver solutions and remove barriers for the tenant to ensure resolutions are sustainable and to prevent the reoccurrence and escalation of arrears.
  • Represent the Council in taking the necessary legal action to tackle anti-social behaviour and hate crime including recovering possession where this is necessary. This includes preparing cases and completing the relevant paperwork for court in line with policy and the relevant protocols.

We are seeking someone who is:

  • An excellent communicator on all levels with a strong ability to listen and build effective and meaningful relationships, including developing partnerships with external agencies
  • Organised and can work to deadlines, prioritising workload to ensure these are met and work is completed effectively
  • Able to work well as part of a team and foster good working relationships both within and between teams
  • Possesses excellent IT skills and ability to use IT systems
  • Knowledgeable about housing services, particularly within social housing and the wider issues that impact on this
  • Experienced in providing tenancy support and promoting tenancy sustainment but also taking formal action against breaches when necessary
  • Experienced in working with vulnerable people with complex needs and able to demonstrate understanding and empathy in delivering a customer-focused service
