Overview

We’re looking for a results-driven and experienced Mining Operations Manager to lead and optimize mining operations across Cemex’s Southeastern U.S. Cement Division, which includes cement plants and quarries in Clinchfield, GA;
Demopolis, AL;
Knoxville, TN; and Miami, FL. This position will be a member of the Resource & Mine Planning Team and will be responsible for safety, productivity, efficiency, and short- and long-term strategic planning of the division’s SE cement quarries. You will work closely with Cement Plant Managers, Quarry Managers, the Resource Development team, and other cross-functional departments to ensure a consistent supply of quality raw materials to cement plants, while focusing on operational excellence, cost control, and asset optimization.

This position reports to the Director of Aggregate & Cement Resources.

Responsibilities
  • Leadership & Strategy
    • Direct and lead all mining operations across four Southeastern U.S. Cement quarries.
    • Provide leadership to Quarry Managers with a dotted-line reporting structure, as a member of the Resource & Mining Planning Team.
    • Drive operational consistency, standardization, and performance improvements across all four quarries.
  • Safety & Compliance
    • Promote and ensure compliance with all MSHA & Cemex safety standards, including participation in company-wide safety programs.
    • Work with environmental teams to ensure regulatory compliance at all mining sites.
  • Operations & Optimization
    • Develop and implement mine plans, overburden stripping plans and schedules, and annual budgets.
    • Oversee quarry material movement and quality to ensure optimal cement feed.
    • Coordinate quarry blending, development, and long-term reserve utilization.
    • Supervise KPIs and asset utilization of fixed and mobile mining equipment within the quarries.
    • Coordinate and manage blasting contractor costs to maximize productivity and reduce oversize waste.
    • Track operational hours on mobile equipment and recommend major overhauls to Quarry and Plant Managers.
  • Budgeting & Cost Control
    • Budget and manage cost centers for all four quarries, working with Cement Plant Managers, Accounting and Procurement teams.
    • Report monthly costs and identify areas of concern and opportunities for improvement.
    • Develop and track CAPEX budgets for mobile equipment and optimization projects.
  • Collaboration & Coordination
    • Work closely with Cement Plant Managers, QC Managers, and the Corporate Resource & Mine Planning team.
    • Liaise with government agencies, vendors, contractors, and communities as needed.
  • Technical Leadership
    • Oversee GPS and drone surveying equipment and data quality.
    • Manage raw material mix designs and support exploratory drilling efforts.
    • Maintain geological and operational databases and contribute to proper mine planning using block models developed by Resource Team Geologists.
  • People Development
    • Partner with HR to identify staffing needs and lead recruiting for interns and Talent Development Program engineers.
    • Support onboarding, training, and development of new hires and interns.
    • This position has two junior Mine Engineers reporting to them (one supporting Clinchfield and Knoxville, the other supporting Miami and Demopolis). The MEs track and report monthly KPI’s.
Qualifications To Excel In This Role, You Should Bring
  • Education & Licensing
    • Bachelor’s degree in Mining Engineering or related field (required)
    • Professional Engineering (PE) license (preferred)
  • Experience
    • Minimum 5 years in construction materials mining operations, preferably with an understanding of cement chemistry.
    • Leadership experience managing salaried and hourly teams in union and non-union settings.
  • Skills
    • Strong leadership, organizational, and problem-solving skills.
    • Proficiency in Microsoft Office, AutoCAD, Carlson, Surpac (preferred).
    • Surveying and drone operation experience required; FAA Part 107 Pilot license within the first six months.
    • Excellent communication and data management capabilities.
    • Familiarity with the cement manufacturing process is highly preferred.
