We are looking for a motivated and organised Licensing Assistant to join our friendly and supportive Licensing Department within the Legal and Governance Service.

This role primarily will support the administration of Landlord Registration and Houses in Multiple Occupation (HMO) Licensing, helping to ensure private rented accommodation across Perth and Kinross is safe, compliant and properly regulated.

The Licensing Department is an extremely busy team that administers a large number of landlord registrations alongside a wide range of other licensing functions. As a result, this is a fast-paced and varied role where accuracy, attention to detail, as well as excellent organisational and communication skills are essential.

While your initial focus will be on Landlord Registration and HMO Licensing, there will be opportunities to develop your knowledge and experience across other areas of licensing.

What you'll be doing

  • Processing Landlord Registration and HMO applications in accordance with legislation, policy and procedures.
  • Reviewing applications and supporting information to ensure they are complete and accurate while keeping to both legislated and department deadlines.
  • Undertaking desk-based compliance checks and identifying matters that may require further investigation or escalation.
  • Communicating with landlords, applicants, tenants, partner agencies and other stakeholders by telephone, email and correspondence.
  • Maintaining accurate records and updating specialist databases and systems.
  • Supporting consultation processes and monitoring responses.
  • Preparing and issuing reminders, notices and other correspondence.
  • Providing advice and assistance to customers and members of the public.
  • Assisting with reports, performance information and service improvement activities.
  • Supporting colleagues across other licensing functions as required and developing knowledge of additional licensing disciplines over time.

Skills & Experience Required

We are looking for someone who enjoys working at pace, thrives in a busy environment and takes pride in producing accurate, high-quality work.

You will have:

  • Experience of working in an administrative, customer service or office-based role.
  • Excellent attention to detail and the ability to process large volumes of information accurately.
  • Excellent written and verbal communication skills, including liaising with customers, tenants and partner agencies, as well as other Council colleagues.
  • Strong organisational skills and the ability to prioritise workloads.
  • Experience with Microsoft Office applications, especially Outlook, Word and Excel.
  • The ability to analyse information and undertake desk-based compliance checks.
  • A professional, courteous and customer-focused approach.
  • The ability to work independently, but also as part of a small team.
  • A positive attitude, willingness to learn and ask questions, as well as an interest in developing skills and knowledge.
