D.M. Wills Associates Limited is in search of a Contract Administrator to join our Construction Administration and Inspection Department.

The successful candidate will be responsible for project management duties while engaging in multidisciplinary construction inspection projects from tendering to completion. This will include tender preparation, sub-consultant request for quotations, construction management, post-construction evaluation and project closeout. You will provide technical support to staff and other departments along with management support for the design and inspection team working alongside the Construction Administration Team and Department Manager.

Key Responsibilities
  • Prepare proposals and fee estimates and communicate with Clients.
  • Complete constructability reviews and coordinate with the design team.
  • Liaise with internal and external contacts, including attending and participating in project-related meetings, recording meeting notes, providing progress reports on deliverables, and other duties.
  • Oversee all Construction Administration components, such as risk, cost, scope, schedule and change management providing support and expertise to team.
  • Oversee the work of the project inspector in the preparation of SVRs, schedules updates, payment certificates, Contract Change Orders/Contractor Change Notices, invoices, tender docs, summaries and reports.
  • Identify resources required and assign individual responsibilities to team members.
  • Manage day-to-day operational aspects of a project and scope.
  • Review deliverables prepared by the team and/or Contractors before submitting to Client.
  • Effectively apply organizational methodology and enforce quality standards.
  • Ensure project documents are complete, current, and stored appropriately.
  • Track and report project hours and expenses on a weekly basis.
  • Ensure timely and accurate invoicing.
  • Follow up with clients, when necessary, regarding past due accounts receivable.
  • When required schedule, communicate and track third party sub-consultants to D.M. Wills. Review submitted reports and confirm payment authorization is within the budget allowance.
  • Manage project budget for project profitability taking into consideration revenue, margins, bill rates and utilization.
  • Review substantial performance applications, and project completion applications from contractors to ensure conformance with the Construction Act and provide recommendations to clients.
  • Understand and determine the applicability of relevant local, provincial, and federal government regulations on an individual project basis.
  • Ensure that timelines are met for all key deliverables.
Qualifications
  • Diploma (3 year) in Civil Engineering Technology or equivalent.
  • OACETT Certification - C.E.T. is preferred or the ability to become certified.
  • Minimum five years of experience providing the essential duties and responsibilities as noted.
  • Valid G Driver’s License.
  • Project Management Professional (PMP) is preferred, or the ability to become certified.
  • Strong knowledge of Microsoft Word, MS Project, Bluebeam, Excel, and PowerPoint.
  • Strong knowledge of the Ontario Health and Safety Act, Construction Act and Ontario Provincial Standards.
  • Solid knowledge of other legislation and regulations related to department functions, including contract/construction law.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent work ethic and ability to work on several projects or issues simultaneously.
