Systems Engineer
Ontario's Public Safety Radio Network (PSRN) is one of the largest and most complex public safety radio networks in North America, covering approximately 750,000 km² of area. It serves more than 38,000 front‑line and emergency responders, such as police officers, fire staff, and ambulance paramedics, providing the radio communications technology, equipment, and other resources needed to keep Ontarians safe. Responders use this technology to communicate with dispatchers and one another when responding to emergencies.
The Emergency Services Telecommunications Division (ESTD) under the Ministry of Solicitor General has undertaken an ambitious project to upgrade the PSRN system. The network will be modernized and made compatible with other national networks. A supplier has been selected to provide equipment and services, and ESTD is executing this large project in collaboration with other ministries and partners such as the Ministry of Health, Ministry of Natural Resources and Forestry, and the Ontario Provincial Police.
The project is governed by an empowered steering committee comprising leaders from all stakeholder entities.
Key activities of the project include business analysis, vendor coordination, stakeholder management, training, organization change management, project governance, radio resources acquisition and deployment, network design and design changes, radio site readiness (including civil work), planning and execution of the transition from the old to the new network, and service management.
Responsibilities- Develop, recommend, implement, and manage the technical architecture (hardware, software, database, and communications) used for all or specific applications in a large, distributed cross‑platform environment.
- Identify relevant information and determine the appropriate environment to support development.
- Leadership experience in the development and implementation of technical architectures at the specified level.
- Extensive experience with at least three different platforms, operating systems, environments, database technologies, and communications protocols.
- Experience with middleware and gateways; knowledge of performance considerations in different environments.
- Experience using structured methodologies for design, development, and implementation of applications.
- Expertise in systems analysis and design in large system environments.
- Knowledge of ITIL and ability to guide others using this methodology.
- Ability to translate business requirements into reporting needs.
- Experience preparing conceptual, logical, and physical data models.
- Experience developing, recommending, implementing, and managing technical architecture.
- Proficiency with CASE tools and other software such as project management tools.
- Awareness of emerging technologies, trends, and directions.
- Excellent analytical, problem‑solving, and decision‑making skills with strong verbal and written communication and interpersonal negotiation skills.
- Team player with a track record for meeting deadlines.
- Experience developing enterprise architecture deliverables such as models.
- Experience developing enterprise architecture deliverables based on Ontario Government Enterprise Architecture processes and practice.
- Knowledge of Enterprise Content Management (Open Text ECM applications).
- Understanding of Information Management principles, concepts, policies, and practices.
Must Haves
- Extensive knowledge of P25 radio technology acquired through a minimum of eight years of design and/or support, preferably in a Motorola environment.
- Minimum of five years in a supervisory position managing and/or administering a P25 radio network.
- Hands‑on experience with voice and data encryption equipment such as KMF, KMF workstation, and KVL.
- Hands‑on experience using Motorola Zone Watch, the Provisioning Manager software (PM), and Unified Event Manager (UEM) or equivalent.
- Proficiency in producing various reports related to the LRC use of the LMRN.
- Demonstrated project management skills.
- Demonstrated organizational, interpersonal, and people skills.
