Local Taxation Recovery Lead

We are looking for an experienced and motivated Local Taxation Recovery Lead to join our Shared Transactional Services team and play a key role in the effective recovery of Council Tax arrears.

Reporting to the Revenues Team Leader, you will lead the technical arrears team overseeing the recovery of complex, high‑value Local Tax debt.

You will manage two Senior Council Tax Officers and provide leadership, expert advice and quality assurance on complex and legally sensitive cases.

You will act as the council's specialist point of contact for escalated recovery strategy, working closely with solicitors, enforcement agents, and internal partners.

A key part of the role is balancing robust income recovery with vulnerability awareness, welfare considerations and excellent customer care.

• Lead and support a specialist team dealing with complex and challenging recovery cases
• Provide expert guidance on enforcement remedies, including Charging Orders, insolvency and court action; whilst ensuring actions are lawful, proportionate and policy‑compliant
• Liaise with solicitors on legal proceedings, quality‑check instructions and documentation
• Represent the Council in court where required
• Investigate and respond to complaints, MP/Member enquiries and Ombudsman cases
• Make informed decisions on write‑offs, refunds and recovery strategies
• Work collaboratively to maximise collection and improve outcomes
• Drive continuous improvement, coaching and knowledge sharing within the team

Are you an experienced local taxation professional with strong technical knowledge of legislation, court process and enforcement action?

Are you confident handling sensitive casework involving vulnerability, insolvency or disputed liability?

Can you apply sound professional judgement, balancing income recovery with fairness and customer care?

Do you have a pragmatic, customer‑focused approach to complex recovery?

Do you have the ability to interpret legislation and apply it accurately to complex circumstances?

Can you bring strong leadership and people‑management skills?

You will also have excellent written and verbal communication skills, with experience responding to complaints and high‑profile enquiries. You will be confident working in a performance‑driven environment with competing priorities.

• Detailed knowledge of Council Tax recovery and enforcement processes
• Experience of managing or supporting complex recovery cases
• Ability to line manage and support a small team
• GSCE (or equivalent)
• Flexibility (willing to occasionally work outside normal hours)

• IRRV (Tech) qualification
• Experience using Capita/MRI One (Academy) Revenues & Benefits systems
• Knowledge of Housing Benefit and Council Tax Support frameworks
