Our client is a leading wet utility contractor specializing in water, sewer, and stormwater infrastructure projects. They are committed to delivering high-quality work while building long-term relationships with owners, engineers, and partners.

Our client is seeking a strategic and experienced Preconstruction Director to lead their preconstruction efforts in Phoenix. This individual will oversee the estimating, bidding, and planning processes while collaborating closely with the Business Development Director to cultivate client relationships and grow the project portfolio.

• Lead and manage the preconstruction process for wet utility projects, including estimating, bid strategy, and constructability reviews.
• Partner with the Business Development Director to develop and maintain client relationships and identify new business opportunities.
• Review and analyze project documents, drawings, and specifications to produce accurate estimates.
• Coordinate with project managers, superintendents, and engineering teams to ensure estimates reflect real-world construction conditions.
• Build and maintain relationships with subcontractors and suppliers to secure competitive pricing.
• Track and report on preconstruction activities, win/loss analysis, and market trends.
• Mentor and lead preconstruction staff, fostering a culture of accuracy, efficiency, and teamwork.

• 7+ years of experience in civil/wet utility construction, with a strong background in preconstruction or estimating.
• Proven ability to lead preconstruction efforts on mid- to large-scale infrastructure projects.
• Strong understanding of wet utility systems (water, sewer, stormwater) and construction methods.
• Excellent communication and interpersonal skills; ability to build relationships with clients, subcontractors, and internal teams.
• Experience collaborating with business development teams to drive project wins.
• Proficiency in estimating software and Microsoft Office Suite.

• Competitive base salary of $160,000 – $200,000 depending on experience
