About This PositionThe Office of the City Engineer is currently seeking a Procurement Manager for the Design and Construction Procurement Team. The position will oversee activities and supervise professional staff responsible for facilitating the procurement process to hire Engineers, Architects, and Contractors for approximately 20 City departments to execute the City's five-year $11B Capital Improvement Program and $500M General Obligation Bond Program. These procurements are completed utilizing Requests for Qualifications for Professional Services, 1 and 2-Step Job Order Contracts and Construction Manager at Risk Services, and Design-Bid-Build Invitations for bidders.
This position will review client department procurement plans and meet monthly with department divisions to keep procurements on track.
The Procurement Manager will interact professionally and build effective relationships with City staff at all levels of the organization; take initiative and work independently; manage a complex workload and job responsibilities in a balanced, efficient, effective manner; and demonstrate superior customer service, integrity, efficiency, commitment to innovation, and fiscal responsibility.
Responsibilities- Managing the design and construction procurement activities of the City under direction from the Special Projects Administrator including supervising Contract Specialist I's and II's.
- Establish priorities, assign workload, and assist with sensitive and complex procurements.
- Interpret and review contracts for accuracy and changes prior to execution.
- Ensure Citywide and client department contracts are renewed or executed by established deadlines.
- Respond to bid protests in conjunction with Law and City Engineer.
Knowledge of:
- Design and construction industry.
- City Policy and Procedures related to Procurement, in particular A.R. 3.25.
- Laws, ordinances, and regulations governing Procurement, in particular A.R.S. Title 34.
- Familiarity with federal procurement guidelines such as FAA, FTA, FHWA, HUD, CDBG, and CFR 200.
Ability to:
- Accurately interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
- Manage multiple projects at once and meet deadlines.
- Handle high complex/high-profile procurements and issues.
- Write and/or review Requests for Qualifications (RFQ), Requests for Proposals (RFP), and Information for Bidders (IFB).
- Perform supervisory responsibilities over others.
- Use data to improve processes and outcomes.
Pay Range: $90,916.80 - $ annually.
Hiring Range: $90,916.80 - $ annually.
Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. - Four years of experience, two of which involved supervising procurement activities of a high-volume governmental procurement section including experience in contract administration and contract writing.
- Bachelor's degree in business or public administration, engineering, science, or a related field, or certification as a Certified Public Purchasing Officer or Certified Purchasing Manager.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- Outstanding finalists will be subject to a criminal background check applicable to the department or position.
- Some positions require the use of personal or City vehicles on City business; individuals must possess a valid driver's license and an acceptable driving record.
- Professional certifications pertaining to Capital Improvement Project Procurement.
- Experience with Title 34 procurement standards.
