Transportation Engineer

($4,000 Hiring Incentive)

Salary: $88,500.00 - $98,500.00 (Anticipated: $93,500.00). Grade: 26. Closing Date:
January 1, 2026.

Job Summary: Manages highway ITS construction projects and local ITS. Administers highway construction contracts, determining acceptability of materials and work performed. Documents contract supplemental agreements, with approval authority up to $200,000. Represents ADOT to employees, consultants, contractors, other agencies, and the public. Ensures that ADOT, consultant and contractor employees comply with applicable safety and environmental standards. Supervises a field office’s staff, consisting of project supervisors, team leaders, field inspectors, office technicians and consultants, including hiring, scheduling and assigning training and work, performance appraisals and promotions and disciplinary actions.

Manages a field office’s budget, vehicle fleet, information technology equipment, other fixed assets and expendables. This meets the requirements of ARS 41-771.8.2. Leaders are accountable, transparent, communicative and foster an inclusive, diverse and safe environment.

  • Evaluate progress of highway construction projects.
  • Review material sampling and testing, project inspection and contract payments.
  • Confer with internal and external agencies to resolve conflicts at the lowest level possible, escalating as needed.
  • Write, track and implement contract supplemental agreements as needed.
  • Ensure that contractor complies with all applicable safety and environmental standards.
  • Research, analyze, interpret and recommend changes to, and implement, highway construction standards and procedures, including standard specifications and drawings, project plans and special provisions related to safety, environmental and local government standards, and highway construction materials, equipment and standard practices.
  • Participate in and represent the field office, district, division and ADOT in meetings, conferences, seminars and other information‑presentation, problem‑solving and or decision‑making sessions.
  • Supervise a field office’s staff, including hiring, scheduling and assigning training and work, safety, performance appraisals and counseling, promotions and other personnel actions, and disciplinary actions.
  • Manage a field office’s budget, vehicle fleet, information technology equipment, other fixed assets and expendables.

Knowledge, Skills & Abilities (KSAs):

Knowledge:

  • Principles and practices of civil engineering applied to construction of the state highway system.
  • Federal, State, ADOT and relevant local standards pertaining to highway construction, environmental protection, public relations, safety, personnel supervision, procurement, vehicle operation and fixed‑asset management.
  • Relevant computer applications, including but not limited to:
    Pen, CPE, SATS, Contract Card, Price Adjustment, and Microsoft Outlook, Explorer, Word, Excel, Access and PowerPoint.
  • Google Platform Knowledge.

Skills:

  • Research, analysis, and interpretation of a wide range of highly technical highway construction standards and procedures.
  • Development and implementation of appropriate field office priorities and procedures related to highway construction material sampling and testing, project inspection, and contract administration.
  • Verbal and written communication.
  • Work management and leadership.

Abilities:

  • Safely drive a full‑size pickup truck on‑and off‑road.
  • Work outdoors for extended time, exposed to heat, cold, dust and noise.
  • Resolve conflicts in project time, quality and expense.
  • Maintain professional, productive interpersonal relations with all highway construction partners and stakeholders.
  • Ability to coach and develop employees, including continuous improvement practices and principles.

Selective Preference(s): Masters degree in Civil Engineering, Public or Business Administration or other field closely related to ADOT highway construction contract administration.
