Job Summary

Under limited supervision, this position exercises considerable independence and discretionary judgment within policies and procedures established for the work system, serves as a lead specialist, decides the appropriate contracting method, and evaluates the risks associated with the contract. The role writes specialized requirements, develops scopes of work, negotiates contract and leasing language, performs cost or price analysis, approves or rejects changes, writes guidelines, standard of work, trains staff, acts as project coordinator or facilitator for significant procurements and agreements, and serves as liaison to Field Leadership on service contract trainings, communications, & changes.

Job Duties
  • Develop contractual terms and conditions; oversee bid proposals and negotiate human services and non‑human services contractual agreements with suppliers; prepare award documents for signature; conduct post‑award and contract administration activities including post‑award meetings; serve as focal point in implementation of new service contracts.
  • Provide guidance and assistance to program work units in interpreting contracts, vendor performance requirements, and developing scopes of work; serve as contracts liaison to Field Leadership to train and conduct outreach on service contract issues.
  • Upload contract documents, certificates of insurance, amendments, and correspondence into State's eProcurement system Arizona Procurement Portal (APP).
  • Conduct public meetings with vendors and stakeholders to seek input and industry knowledge for goods and services used by the department.
  • Serve as liaison to Field, Program Development & Learning & Development to document & gather customer feedback on future contract improvements.
  • Perform other duties as assigned related to the position.

Selective Preference

Minimum two years of experience developing/managing/writing contracts, agreements, policies, and/or procedures AND/OR previous experience in the child welfare field.

Pre-Employment Requirements
  • Possession of current valid state‑issued driver's license; driver record checks and training as required; maintain acceptable driving records and vehicle insurance; mileage may be reimbursed – see Arizona Administrative Code R2‑10‑207.11.
  • Secure and maintain clearance from DCS Central Registry.
