Overview

DEMA (Department of Emergency & Military Affairs), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of operations, preparedness, and financial administration. DEMA is the headquarters for the Arizona National Guard. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary

This position serves as the Statewide National Environmental Policy Act (NEPA) Programs Manager for the Arizona Army National Guard (AZARNG) Environmental Management Office (EMO). The role provides program‑level leadership and oversight to ensure NEPA compliance and effective integration of environmental requirements across AZARNG activities. Working under general oversight of the Environmental Program Manager and Deputy EPM, the incumbent exercises significant independent judgment in managing the NEPA program, advising leadership, and coordinating with internal and external partners.

The position is accountable for the overall effectiveness, consistency, and regulatory standing of the AZARNG NEPA program. It requires frequent in‑state travel and occasional out‑of‑state travel. The role promotes a continuous improvement workplace culture through teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Responsibilities
  • NEPA Legal Record Administrator: Independently ensure NEPA documents conform to applicable law, regulation, and policy. Coordinate with NGB, EMO SMEs, proponents, and stakeholders to obtain, compile, and analyze information used to assess environmental impacts and NEPA determinations (scopes, programs, plans, projects, training, etc.).
  • Proponent & Stakeholder Coordination: Act as the NEPA coordinator for all stakeholder consultations for undertakings involving AZARNG. NEPA regulations require formal and informal consultation with regulators and stakeholders to complete the NEPA process. Maintain the AZARNG legal communication record for federal or state undertakings.
  • Compliance: Ensure overall NEPA compliance of the agency; ensure proponents adhere to environmental requirements, complete the Record of Environmental Compliance (REC), NEPA process, and ENV Compliance Requirements. Ensure all documentation needed for undertakings is complete.
  • Emergency AZARNG NEPA Coordinator: Facilitate, respond, and coordinate with the lead agency during state emergencies involving AZARNG (adhering to the Arizona State Emergency Response & Recovery Plan, AZDEMA policies, and applicable regulations). Provide assistance to lead agency and responders for avoiding environmental impacts and assist with NEPA requirements after the emergency is resolved.
  • Assessments: Administer and draft Environmental REC checklists and RECs. Review, disseminate, and submit (to NGB) any needed NEPA documentation (e.g., RECs, EAs, EIS, ESAs, TSAs, ECOPs). Ensure EMO staff and AZARNG proponents complete NEPA and related regulatory requirements. Oversee development, maintenance, and functionality of the NEPA process. In the absence of an Environmental Assessment Program Manager, oversee and draft Environmental Assessment documentation (e.g., EAs, ESAs, TSAs, ECOPs) or supervise a contractor.
  • Environmental Reviews, Considerations & Recommendations: Act as final reviewer and partial authority of REC legal determinations of environmental impacts. Facilitate EMO staff and contractors in reviewing, signing, and providing NEPA considerations for undertakings involving AZARNG in accordance with NEPA and AR 200-1 requirements.
  • NGB Reporting: Facilitate reporting with the Env Compliance Branch Manager and Environmental Assessment Program Manager. In the absence of an Env Assessment Manager, serve as AZARNG Environmental Installation Manager for Army EQUIP data submission. Responsible for EPAS data and EMO staff data…
