ABOUT THIS POSITION

The Housing Department seeks to fill a Housing Manager position in the Affordable Housing Division to manage Housing Phoenix Plan (HPP) implementation. The Affordable Housing Division manages and executes the City Council-approved HPP through nine policy initiatives designed to increase the creation and preservation of affordable housing within the City of Phoenix. In general, the Affordable Housing Division is responsible for organizing, planning, directing, implementing, researching, and managing policy initiatives and associated programs included within the HPP.

The responsibilities of the Housing Manager include meeting HPP timeline and performance objectives; administering funding programs; managing development projects; advocating for housing with internal and external partners; working with partners to develop strategies to increase housing for the community; and ensuring excellent customer service for customers. Work is performed under the supervision of a Deputy Housing Director. This position requires the ability to communicate verbally and in writing, establish cooperative working relationships, interpret information accurately and make decisions according to existing laws, regulations, and policies.

Key job duties include:

* Assist with management of the nine HPP policy initiatives and performance objectives .

* Develop and track key performance indicators as it relates to the policy initiatives in the HPP and their intended goals.

* Coordinate cross departmental efforts related to HPP implementation.

* Research and analyze recommendations on housing initiatives, housing programs and efficiencies.

* Develop and implement strategies for private developer and non-profit organization participation in affordable housing programs.

* Lead in the development and issuance of requests for proposal (RFP) for the development of affordable or mixed-income housing.

* Review development proposals to ensure compatibility with land use and zoning regulations, compliance with stated housing goals and policies, reasonableness of development and acquisition costs, and feasibility of project operation costs and future net operating income.

* Manage and monitor development contracts, timelines and progress.

* Assist with the acquisition and redevelopment of city-owned land for affordable and mixed-income housing.

* Lead in communicating HPP success and affordable housing needs with internal and external stakeholders.

* Demonstrate superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.

* Assist with other Affordable Housing portfolio and HPP program administrative duties.

IDEAL CANDIDATE

* Ability to multitask and prioritize work assignments to ensure agency goals and deadlines are met.

* Ability to make sound decisions in accordance with regulations and established policies and procedures.

* Ability to research and conduct data analysis.

* Knowledge of housing policy or housing program development and implementation.

* Knowledge of affordable housing finance tools, including Low-Income Housing Tax Credits (LIHTC).

* Ability to work in a highly independent role and as a team player.

* Exceptional customer service skills and demonstrated ability to maintain strong working relations with both internal and external customers.

SALARY

Pay Range: $93,121.60 - $ annually.

Hiring Range: $93,121.60 - $ annually.

Please understand that this is pay grade 069. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

* Lateral transfers occur when there is no change to the last two digits of the pay grade.
