The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military.

The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary

Under general direction, is responsible for initiating and executing real estate actions characterized by complexity and high visibility to leadership to include (but not limited to) leases, purchases, and rights-of-way. Incumbent shall track the disposition of real estate actions, their deficiencies and their expirations, where applicable. Will prepare and submit a budget to fund all actions and attend necessary meetings with leadership or stakeholders to keep them apprised of needs and progress on projects.

Regularly corresponds with outside agencies, partners and internal customers, and in this high visibility post is expected to foster and maintain good relationships with all partners to facilitate ease of operations. Conducts research on contemporary and historical documentation to assist with the upkeep of relevant Geographic Information Systems (GIS) databases and to keep the Environmental section apprised of any new real estate actions that would require advisement.

Performs periodic on-site inspections of new properties. Receives, and routes inbound lease invoices for payment and writes scope of work for contracted services, such as surveys and appraisals. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties

Responsibilities include:

  • Under direction, processes real estate transactions and contracts in the best interest of the agency. Negotiates, drafts, reviews, edits and finalizes leases, rights-of-way and related contract documents. Reviews contracts with communication companies (cell tower/service providers) and renegotiates contracts to the benefit of AZARNG. Works in concert with Judge Advocate General (JAG), State's General Counsel (SGC) and other authorities to ensure a legal and timely process.
  • Receives, routes and addresses issues with inbound lease invoices. Coordinates budget information between offices within DEMA, AZARNG and National Guard Bureau. Writes scopes of work for contracted services (example: title research, appraisals, land surveys) and manages such contracts. Handles difficult and important public contact. Provides real estate expertise to the AZARNG JAG and SGC offices as needed to inform their decision making process.
  • Conducts regular correspondence with outside agencies, partners and customers, and maintains good relationships with the same. Correspondence will be tailored to the most efficient method for each customer, e‑mail, phone or other means. Will frequently communicate with National Guard Bureau (NGB), USACE and BLM for assistance with and approval of various actions. Keeps records of correspondence to protect the agency's interests and as a point of reference.
  • Attends or conducts meetings with stakeholders of real estate actions to facilitate proper process and ensure that AZARNGs needs are met. Meetings could be conducted at home station (PPMR) or at location, requiring in‑state travel depending upon the locations and stakeholders involved.
